Consider Approval of Proposal from David Drown Associates for Executive Search <br />Services. <br /> <br />Motion by Councilmember Dunsworth, seconded by Councilmember Jacobsen to approve proposal <br />from David Drown Associates for Executive Search Services. <br /> <br />City Manager Lotter explained after 13 years he would be leaving his current position to take the city manager <br />role in Eureka, California. An executive search firm will need to be utilized to find his replacement. David <br />Drown Associates Human Resources is an established and respected municipal advisory firm that provides <br />executive search services. Staff commented further on the process that will be followed and recommended <br />approval of the proposal from David Drown Associates. <br />Liza Downbauer, David Drown Associates Human Resources, congratulated City Manager Lotter on his <br />new position and explained the services her organization could provide to the City. She commented further <br />on the executive search process that would be followed by David Drown and asked for comments or <br />questions. <br />Councilmember Jacobsen questioned if David Drown Associates typically worked in the metro area. Ms. <br />Downbauer stated her organization typically worked outside the metro based on the need in this area. She <br />reported she has contacts throughout the State and region. <br />City Manager Lotter commented this firm has focused outside of the metro area given the size of Brimeyer <br />Group. However, in recent years, David Drown Associates has seen there was a need in the metro area for <br />more than one executive search firm. He reported this was a very challenging profession that required a <br />certain level of tenacity. He discussed Ms. Downbauer’s professional background and stated he appreciated <br />the 24-month guarantee this organization was offering the City. <br />Mayor Johnson discussed why the City was considering using an executive search firm. She explained the <br />City Council did not work at this position full-time and from time to time, required extra resources in order to <br />make the best decisions on behalf of the community. She commented she did not have the connections Ms. <br />Downbauer had in order to fill the City Manager position. She stated she did not know how the Council <br />could fill this position with the use of a search firm. <br />Councilmember Burg reported the role of the City Manager was critically important to the City and she <br />supported the Council hiring an executive search firm to assist with filling this position. <br />Councilmember Dunsworth agreed stating human resources was not her area of expertise. She appreciated <br />the fact a firm would be hired to assist the Council in moving through the hiring process. <br />Mayor Johnson stated she trusted the recommendation from City Manager Lotter to go with David Drown <br />Associates and did not believe it was necessary for the City to send this out for an RFP. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />Commission Liaison Reports, Announcements and Updates <br /> <br />Dean Lotter <br />City Manager Lotter explained he accepted a City Manager position with Eureka, California <br />and his last day with the City of New Brighton would be Wednesday, November 27th. He <br />stated the City has had a lot of challenges over the past 13 years and he appreciated the <br />tremendous amount of support he has received from the Mayor and City Council. He thanked <br />the Council for working to make a difference. He believed the City has triumphed due to the <br />strength of the Council and City staff members. He indicated he was proud what the City had <br />accomplished with respect to its water. He reported his staff would rally and Ms. Downbauer <br />would greatly assist the City Council in finding a new City Manager to keep the City moving <br />forward in a positive manner.
