Task 3 – Project Bidding and Procurement Services $4,405
Contractor Procurement

Task 4 – Project Communication: Community Outreach and Education $12,190
Project Communications
Project Neighborhood Meetings and Open House
Digital Communications

Total Estimated Fees and Expenses $89,875

Explanation: In January 2019, a capacity analysis of the existing sanitary sewer system was
completed for areas of potential future redevelopment along Old Highway 8 NW and the current
Midtown Village site. This analysis modeled potential future uses and identified specific segments
of existing sanitary sewer main that will no longer be adequately sized during peak flows. As a
result, City Project 19‐6, Sewer Capacity Improvements has been initiated and will include upsizing
and rehabilitating existing sewer mains to support future redevelopment.
The sewer mains requiring upsizing and rehabilitation are located along rear lot lines within
previously platted narrow alley and sewer easements. This condition presents a set of unique
challenges and a complexity related to constructability and space constraints. Due to this, staff
solicited a proposal for the design and implementation of the project. Bolton & Menk, Inc. was
selected due to their expertise and working knowledge in trenchless technology (pipe bursting,
horizontal directional drilling, cured‐in‐place‐pipe) which will likely be used to reduce the impacts
to residents within the project corridor. A copy of the sanitar y sewer analysis and proposed project
area map are attached to this report.
Costs and Funding: This project will be paid for by Fund 560 and reimbursed with TIF dollars from
the Pulte portion of the Midtown Village development.

________________________________________
Craig Schlichting, P.E.
Director of Community Assets and Development

Attachments:
Sanitary Sewer Analysis
Project Area Map
Proposal dated November 18, 2019
