Consider Fleet Purchase of Hook Truck, Chipper and Hook Truck Attachments. <br /> <br />Motion by Councilmember Allen, seconded by Councilmember Burg to approve the Fleet Purchases <br />of a Single Axle Hook Truck, Wood Chipper and Hook Truck Attachments which include a Snow <br />Plow/Sander, Chipper Box, Water Tank/Pump and Flatbed. <br /> <br />Assistant City Manager Massopust indicated Director of Community Assets and Development Schlichting <br />would be presenting this item to the Council. <br />Director of Community Assets and Development Schlichting stated in 2018 Public Works unfunded, <br />a Champion Road Grader with intentions to replace it with a John Deere Tractor and snow plow attachments. <br /> This purchase was deferred until 2019. During the 2020 budget process, a chipper was shown as an expendi <br />ture with 2020 general fund dollars. After discussion with the City Council and leadership team, staff reviewe <br />d the proposed 2019 John Deere purchase and other planned purchases to create a plan that used proposed <br />fleet replacement dollars to acquire a chipper and a hook truck while not using the general fund. After <br />soliciting input from Parks and Public Works, staff proposed using the John Deere Tractor fleet balance to <br />acquire a single axle hook truck. The hook truck is capable of performing in multiple capacities <br />including snow removal, flooding ice‐rinks, hauling material, and pulling the chipper. To accomplish these <br />tasks the hook truck will be purchased with a variety of attachments including a snowplow, a V‐box sander, a <br />chipper box, a water tank/pump, and a flatbed. Staff commented further on how the proposed purchase <br />would meet the needs of the City and recommended approval. <br />Councilmember Burg commended staff for combining equipment and for achieving greater efficiencies for <br />the City. She asked how the City would use wood chips. Parks and Recreation Director Fink reported the <br />wood chips would be used in the City’s park areas. <br />Councilmember Jacobsen thanked staff for thinking outside the box and for combining the equipment <br />purchase. He stated he supported the proposed purchase. <br />Councilmember Allen agreed and thanked staff for the great work. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />Commission Liaison Reports, Announcements and Updates <br /> <br />Devin Massopust <br />Assistant City Manager Massopust reported he attended a meeting last week with Dean Lotter <br />and Melissa Shamrock, an aid to Ramsey County Commissioner McGuire. He commented <br />Director Fink and City Clerk Spangrud for making a presentation at the recent Minnesota Parks <br />and Recreation Annual Meeting. He stated the City was almost finished with the passport <br />space within the License Bureau. He explained a potential user for Block B has been speaking <br />with staff. <br /> <br />Mary Burg <br />Councilmember Burg reported on Wednesday, November 13th a winter farmer’s market would <br />be held at the New Brighton Community Center in Rooms A and B. She encouraged residents <br />to visit this great community event. She indicated the market would have 20+ vendors. It was <br />noted the winter farmer’s markets would be held the second Wednesday from November <br />through March. <br /> <br />Paul Jacobsen <br />Councilmember Jacobsen thanked the Council for the healthy discussion that was held <br />regarding the City’s utility rates. He stated he appreciated the comments that were made and <br />explained he enjoyed learning from the Council and staff members. He thanked the VFW <br />members for being present this evening.
