November 26, 2019 Page 2 of 5 <br />Commission Minutes <br />Mayor Johnson received the following minutes on behalf of the City: <br /> EDC Minutes from October 2, 2019. <br /> <br />Special Order of Business <br />1. Life Saving Award. <br /> <br />Public Safety Director Paetznick reported on July 11, 2019 around 5:30 pm, New Brighton police officers <br />responded to the Garden View Apartments on a child found at the bottom of the outdoor pool. After rescuing <br />the victim from the water, officers performed lifesaving measures along with Allina paramedics and <br />successfully revived the 15-year-old victim. <br />Dr. Charlie Lick, Allina Medial, thanked the New Brighton Public Safety Department for their quick <br />response. He commented on the bundle of care and equipment that was used to revive Emanuel after being <br />underwater for 17 minutes. He then described the benefits of doing heads up CPR and noted this method was <br />used on Emanuel. <br />Dr. Curt Bramer thanked the responders for their efforts. He discussed the team that worked with Dr. Lurie <br />and noted they were all celebrating the life of Emanuel. <br />Public Safety Director Paetznick recognized the first responders that saved Emanuel. A round of applause <br />was offered by all in attendance. <br />Mayor Johnson thanked the first responders for their tremendous efforts. She stated she was thrilled to have <br />Emanuel in attendance this evening. <br />Emanuel’s mom thanked the first responders for working to resuscitate and save her son. <br />Emanuel’s dad stated he appreciated the opportunity to thank the officers and EMS responders that worked <br />on his son. He sent God’s blessings to all of the first responders and doctors who worked to bring his son <br />back to life. <br />Mayor Johnson asked what school Emanuel attended. Emanuel stated he attended Osseo Senior High <br />School at this time. <br /> <br />2. Proclamation Recognizing the Contributions of City Manager Dean Lotter. <br /> <br />Motion by Councilmember Burg, seconded by Councilmember Dunsworth to approve a <br />Proclamation Recognizing the Contributions of City Manager Dean Lotter. <br /> <br />4 Ayes, 0 Nays - Motion Carried <br /> <br />Mayor Johnson read a proclamation in full for the record recognizing City Manager Lotter for his 13 years of <br />dedicated service to the City of New Brighton and wished him well in his new position with the City of <br />Eureka, California. She stated she appreciated all City Manager Lotter has done for the City of New <br />Brighton and appreciated the fact that he has been a strong voice for the community. A round of applause <br />was offered by all in attendance. <br />Councilmember Burg thanked City Manager Lotter for moving New Brighton in a better direction through <br />the hard times. She indicated she was a better person for having worked with him and wished City Manager <br />Lotter well in his new endeavor. <br />Councilmember Dunsworth stated she appreciated all of City Manager Lotter’s efforts behind the scenes and <br />how his hard work and determination made it easier for her to do her job. She thanked him for this. <br />Councilmember Allen commented he appreciated the legacy City Manager Lotter would leave with the City <br />through its tagline, “Building Tomorrow Today”. He stated City Manager Lotter has built an amazing team <br />at City Hall and would be leaving the City in a very good place. He thanked City Manager Lotter for sharing <br />his professionalism and knowledge with him.
