Consider a Resolution to Approve a Final Planned Residential Development for <br />Dominium Workforce Housing portion of Midtown Village (Phase II). <br /> <br />Motion by Councilmember Allen, seconded by Councilmember Dunsworth to grant conditional <br />approval of the Final Planned Residential Development for Dominium Workforce Housing portion of <br />Midtown Village (Phase II) subject to conditions. <br /> <br />City Manager Lotter indicated Assistant Director of Community Assets and Development Gozola would be <br />presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated Dominium is seeking approval of a <br />Final Planned Residential Development for Phase II of the Midtown Village development. This second <br />phase will include preparation of the remaining land south of Highway 8 for development, installation of <br />public improvements, and construction of the affordable multifamily workforce housing building (to be called <br />Brighton Oaks). He reported the Planning Commission reviewed this item at their November 19th meeting <br />and recommended approval with conditions. <br /> <br />4 Ayes, 0 Nays-Motion Carried <br /> <br />2. Introduction to the Proposed Zoning Code Rewrite Process. <br /> <br />Motion by Councilmember Burg, seconded by Councilmember Allen to support the proposed Zoning <br />Code Rewrite Process. <br /> <br />City Manager Lotter indicated Assistant Director of Community Assets and Development Gozola would be <br />presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola explained no zoning ordinance lasts <br />forever, and the City is long-overdue for a reorganization and update to the current zoning <br />document. He explained portions of City Code date back to 1977 and a great deal has changed <br />over the past 40 years. It was noted staff will utilize this meeting to introduce Council to a <br />draft update process for review and comment. If authorized to do so, staff will finalize a <br />process and timeline for approval by Council in early 2020. Currently we are envisioning the <br />update will be divided into four main tasks broken down into approximately eight (8) steps. <br />Please note that the outlined process is considered an aggressive approach to complete this type <br />of update (especially in-house), yet following this pace still pushes the completion of the <br />project into 2021. It is more important to complete this type of update thoughtfully and <br />carefully than it is to complete it quickly. <br />Councilmember Dunsworth asked if every section of City Code would be rewritten. Assistant <br />Director of Community Assets and Development Gozola explained the idea would be not to make policy <br />changes but to take what is there and make it easier to understand and follow. <br />Councilmember Allen stated he appreciated the fact the City Code would be updated to address issues that <br />were not considered 40+ years ago when the code was written. <br />Councilmember Burg commented she was thankful Assistant Director of Community Assets and <br />Development Gozola was working with the City on this project and had the expertise to complete this project. <br />Mayor Johnson agreed and stated she was looking forward to this project being completed. <br />City Manager Lotter questioned how much it would cost the City to hire a private consultant to update its City <br />Code.
