March 10, 2020 Page 4 of 6 <br /> <br />Motion by Councilmember Dunsworth, seconded by Councilmember Allen to approve the Consent <br />Agenda as presented. <br /> <br />Mayor Johnson stated the Council was passing a Resolution recognizing the importance of birds in the City of <br />New Brighton. Acting City Manager Massopust reported the City was passing this Resolution in an effort to <br />be recognized as a Bird City USA. Community Assets and Development Director Schlichting reported staff <br />met with the Audubon Society about being a Bird City. He indicated there were very few Bird City’s in <br />Minnesota and a residents suggested the City pursue this classification after noting the new bird species that <br />were returning to the City after the work that was done in Hansen Park. He noted Xcel Energy would install <br />two telephone poles for osprey and noted this would assist the City in becoming a Bird City. <br />Mayor Johnson explained one telephone pole would be installed in Hansen Park and the other would be in <br />Lions Park with the goal of attracting osprey. She stated this was a really neat initiative for the City to pursue. <br />Councilmember Jacobsen indicated he was pleased the City was approving a cooperative agreement with the <br />County for the park operations at Lions Park. He stated he also appreciated the fact the City was pursuing <br />recreational grants from the DNR for Hansen Park to assist with improving the ballfields. <br />Councilmember Burg reported the City Council was committed to improving the ballfields at Hansen Park <br />and she was pleased the City would be pursuing grants to assist with these improvements. <br /> <br />5 Ayes, 0 Nays - Motion Carried <br /> <br />Public Hearing <br /> <br />None. <br /> <br />Council Business <br /> <br />None. <br /> <br />Commission Liaison Reports, Announcements and Updates <br /> <br />Devin Massopust <br />Acting City Manager Massopust reported the passport office was open for the first time on a <br />Saturday this past weekend and 14 applications were reviewed. He commented on the Parks <br />Master Plan and noted the plan was being reviewed by Commissions for further input and the <br />Council would be approving the plan in late April. He noted Director Schlichting attended a <br />legislative hearing where the City’s whistle free zone was discussed and explained the next <br />step was another committee meeting. <br /> <br />Massopust reported the City was taking COVID-19 quite seriously and staff has been talking <br />about how to address this public health concern. He noted the City would be deferring to <br />Ramsey County Public Health recommendations and policies. He explained the Public Safety <br />Department has great partnerships with other organizations in the community and had plans in <br />place to ensure there was a continuity of services. He indicated the City had resources available <br />on its website regarding COVID-19. <br /> <br />Mayor Johnson commented further on how well trained the Public Safety Department was to <br />address this public health concern. She explained the City was taking this issue very seriously <br />and would have staff working from home if this became necessary. She reported the Council <br />and staff would continue to address this matter on a daily, or hourly basis as necessary. <br /> <br /> <br /> <br />11.
