He stated he couldn’t answer this in terms of finances. He
believed the City had come a long way since he was a child. He appreciated the brand new police and fire
buildings, brand new City Hall along with the passport offices. He stated he could not answer this question.

Mayor Johnson asked Mr. Banks which Commission strikes him as the most interesting.

Mr. Banks commented land use was the most interesting to him and parks would be second.

Mayor Johnson questioned if Mr. Banks had any further comment on how he would react if he disagreed with
the City Council and if he would be boisterous about this.

Mr. Banks stated he believed there was no point if he was the only one who opposed the Council on the issue.

Mayor Johnson discussed the process the Council would be following for the committee me mber
appointments. She thanked Mr. Banks for his interest in serving and asked if he had any questions.

Mr. Banks questioned if he seemed like a good fit.

Mayor Johnson commented Mr. Banks was a citizen of New Brighton showing interest and a willingness to
serve. She anticipated there was a fit for him on one of the Commissions, but noted the Council would be
holding interviews both tonight and again in two weeks. She stated staff would be in touch regarding this
matter. She thanked Mr. Banks for coming forward and for wanting to be involved in the community.

Mayor Johnson welcomed Jack Winkels.

Councilmember Burg asked Mr. Winkels to tell the Council a little bit about himself and his experiences i n the
community.

Jack Winkels stated he moved to New Brighton in May of 2019 and he was not very involved in the
community yet. He explained he had his first son in June. He indicated he was getting settled in to his home,
adjusting to being a parent and was how ready to get involved. He reported he grew up in Lake Elmo and went
to the University of Minnesota. He stated he has a degree in Construction Management and has worked for
10+ years in the construction industry doing high voltage utility construction. He commented he currently
works for a solar developer in downtown Minneapolis.

Councilmember Jacobsen asked Mr. Winkels what motivated him to apply to serve on a City Commission.

Mr. Winkels explained he wanted to be involved. He reported he previously lived in St. Louis Park and there
were no openings for him to serve. He indicated his father was a volunteer fire fighter in Lake Elmo for 22
years and served as the liaison to the City Council.
