Mr. McQuillan reported inclusion was key to him. He understood the Inclusion Committee has been put on
hold for the time being due to staffing issues. He supported the City moving forward with this group in some
form that would show New Brighton residents that the City valued having minorities participate in the
community.

Mayor Johnson asked what issues the City has long-term.

Mr. McQuillan stated affordable housing and senior housing were concerns to him long term. He also wanted
to see regeneration of the City’s existing neighborhoods. He indicated he wanted to age in the community and
anticipated affordable housing for seniors would continue to be a struggle for the City.

Mayor Johnson stated the City Council currently enjoys a strong working relationship with each other. She
indicated it would be important to appoint someone who can work in such a manner. She asked how Mr.
McQuillan would develop and maintain strong and productive working relationships with the Mayor and City
Councilmembers.

Mr. McQuillan stated he has enjoyed the opportunity to work with many of the Councilmembers on the
commissions. He noted he worked with Devin Massopust on the Inclusion Task Force. He reported he
watches the Council worksessions and he enjoys the way the Council addresses issues even when they are not
on the same page. He appreciated how the Council came together to do what was best for the City. He
explained in all his years of managing people, it came down to results and it didn’t matter who came up with
the idea in the first place.

Mayor Johnson stated City Councilmembers have to work through conflict from time to time. She asked how
Mr. McQuillan would approach conflict with a fellow Councilmember.

Mr. McQuillan stated he takes a common sense approach to problem solving. He understood he would not
always have the answers. He indicated he was always willing to listen and hopefully would listen more than
he talked. He explained he would be interested in what was best for the City.

Mayor Johnson questioned what Mr. McQuillan’s approach would be to work effectively with City staff.

Mr. McQuillan stated he loves City staff. He explained he received a call from City staff during the Stay at
Home order and he appreciated the efforts of staff. He indicated he has worked with Terri during elections and
has had other interactions with staff on the various committees he has served on. He noted he would miss City
Manager Lotter but was very happy with the Council’s decision to appoint Devin Massopust as the new City
Manager.

Mayor Johnson asked where Mr. McQuillan thought the City Council could improve the most and how would
you assist in improving that area.

Mr. McQuillan stated it was hard for him to criticize the work of the Council. He explained it appeared to him
the Council got along. He reported some time back the Council didn’t always get along or see eye to eye and
things didn’t get done. He indicated he didn’t see that with this group of Councilmembers. He stated he
couldn’t criticize the Council at this point. He stated this may change after he had his feet on the ground if
appointed.

Mayor Johnson thanked Mr. McQuillan for his responses. She asked if the Council had any follow up
questions. There were none. She then inquired if Mr. McQuillan had any follow up questions for the Council.
