It was noted the Planning Commission <br />reviewed this request at their April 21st meeting and recommended approval. <br />Mayor Johnson asked if a railroad track was located in Outlot A. Assistant Director of Community <br />Assets and Development Gozola reported this was the case noting the track was on the applicant’s land. He <br />indicated this was an industrially zoned property and explained the railroad was not traveled frequently. He <br />commented further on how the site could potentially be accessed from the City of Mounds View. It was <br />noted using Outlot A as a roadway was a last resort option. <br />Mayor Johnson indicated she was uncomfortable with this request. She indicated Outlot A would be the only <br />way into the property. Assistant Director of Community Assets and Development Gozola explained the <br />better option would be to gain access from Mounds View versus gaining access to Old Highway 8 if the <br />property were to develop in the future. <br />Councilmember Burg noted this item was sent back to the Planning Commission and the applicant <br />reconsidered his plans and the Planning Commission now recommended approval. For this reason, she <br />supported the request. <br />Councilmember Dunsworth stated she served as the liaison to the Planning Commission and noted a lot of <br />thought and consideration has been given to this request. She understood this may not be ideal but she <br />supported the proposed solution. <br />Councilmember Allen thanked staff for working with numerous entities to work through this request with the <br />applicant. <br /> <br />A roll call vote was taken. 5 Ayes, 0 Nays-Motion Carried <br /> <br />3. Benedictine Health Center Rezoning and PRD Amendment <br />a. Consider Ordinance 873: Approving a rezoning of property from B-1 to R-3B at 2722 I- <br />694 Service Drive. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Allen to Adopt Ordinance No. <br />873 Amending the New Brighton Zoning Ordinance by conditionally Rezoning certain Properties <br />within the City of New Brighton (2722 I-694 Service Drive) from B-1, Limited Business to R-3B, High <br />Density Residential). <br /> <br />City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated State law provides cities with <br />nine months to update zoning ordinances and maps following approval of a new <br />comprehensive plan. The recently approved 2040 Comp Plan initiated that time clock, and the <br />City undertook an effort to update zoning classifications throughout the City in compliance <br />with the new plan. Some areas, like the subject parcel, were deemed to have compliant zoning <br />as the City has yet to establish new zoning for its mixed use areas, and applicants could request <br />a rezoning in order to come forward with a PRD application to fulfill the Comp Plan goals. In <br />2019, the Benedictine Health Center requested and received approval of rezoning for two <br />parcels adjacent to their campus, and subsequently gained approval of a PRD to expand their <br />facility. Following those approvals, the Benedictine’s were presented with an opportunity to <br />acquire the parcel subject to this application, and they’ve elected to re-examine their PRD to <br />incorporate this additional land. As a preliminary step, they must once again request rezoning <br />of the additional property to accommodate their use. Like the 2019 requests, this application is <br />consistent with the 2040 Comprehensive Plan, and is therefore supported by both staff and the <br />planning commission.
