May 12, 2020 Page 3 of 6 <br /> <br />Motion by Councilmember Allen, seconded by Councilmember Jacobsen to adopt a Resolution <br />ordering Project 20-1, 2020 Street Rehabilitation as proposed in the Feasibility Study, approve the <br />project plans and specifications, and authorization to advertise for bids. <br /> <br />City Manager Massopust indicated Community Assets and Development Director Schlichting would be <br />presenting this item to the Council. <br />Community Assets and Development Director Schlichting stated the purpose of this item is to hold the Public <br />Improvement Hearing for Project 20-1, 2020 Street Rehabilitation. He discussed how staff has been working <br />with the City Attorney in order to keep this project moving forward. The details of the project were outlined <br />and it was noted these roads were last reconstructed in 1990. The number of assessable lots within the project <br />area was 80.65 and the preliminary assessment was $2,980. Staff presented the Council with information on <br />the Feasibility Study and reported staff will look to have the plans and specifications approved and receive <br />authorization to advertise for bids. <br />Councilmember Dunsworth asked when residents would be assessed for this project. Community Assets and <br />Development Director Schlichting reported residents would not be assessed until September of 2021. <br />Councilmember Jacobsen commented the information presented to the Council would be available via PDF <br />ono the City’s website. <br /> <br />Motion by Councilmember Fynewever, seconded by Councilmember Jacobsen to open <br />the Public Hearing. <br /> <br />A roll call vote was taken. 5 Ayes, 0 Nays - Motion Carried <br /> <br />The Public Hearing was opened at 6:28 p.m. <br /> <br />JoAnn Velarius, 2552 Knollwood Drive, explained she was a part of this improvement project. She asked if <br />the costs came back higher than anticipated and assessments were over $3,000 would residents have a say in <br />the matter. She stated she did not want to pay more than $3,000 for her street improvements. She questioned <br />if the federal government would be providing cities with dollars to assist with street repairs during the <br />COVID-19 pandemic. <br />Community Assets and Development Director Schlichting reviewed two comments that staff received from <br />the public regarding the proposed Street Improvement Project. <br /> <br />Mayor Johnson asked for additional comments, there were none. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Allen to close the <br />Public Hearing. <br /> <br />A roll call vote was taken. 5 Ayes, 0 Nays - Motion Carried <br /> <br />The Public Hearing was closed at 7:03 p.m. <br /> <br />Community Assets and Development Director Schlichting reported the $3,000 estimate was based on an <br />engineers estimate. He stated through the bidding process the City would learn more about pricing from <br />contractors. He commented a contingency has been included in the project costs. He noted the City has built <br />in safety factors to ensure the City does not have to go and ask for additional dollars. It was his hope the <br />number would come in below the engineers estimate. He explained there were rumors that shovel ready <br />projects might see some level of investment from the State or federal government. He commented this <br />project was for local roadways, which do not have a State Aid designation. He did not anticipate the State or <br />federal government would assist with this project. <br />Councilmember Allen questioned what type of contingency was built into this project.
