Consider Resolution Authorizing Refund of On-Sale Liquor License Fees. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Allen to approve a Resolution <br />authorizing Refund of On-Sale Liquor License Fees. <br /> <br />City Manager Massopust explained Governor Walz’s Emergency Executive Order 20-04 (EO-20- <br />04) prohibited the sale of alcoholic beverages on-site after March 17, 2020 at bars, taverns, <br />brew pubs, breweries, microbreweries, distilleries, wineries, tasting rooms, clubs, and other <br />places of other public accommodation offering alcoholic beverages for consumption on the <br />premises. Recognizing the financial impact these closures have on local bars and restaurants, <br />the City would like to issue on-sale liquor license refunds to these establishments. <br />Public Safety Director Paetznick explained staff was proposing to refund 100% of the liquor license fees that <br />have been paid to the City for on-sale establishments in New Brighton. He reported the costs paid were <br />governed by City Ordinance and State Statute. He discussed how the refunds would greatly assist the City’s <br />local businesses during the COVID-19 pandemic. <br />Councilmember Jacobsen thanked staff for their ingenuity and for bringing this item forward. He anticipated <br />this would greatly help the City’s local businesses. <br />Mayor Johnson stated this was a great way for the City to assist its local small businesses. She understood this <br />was a lot of money, but supported the Council approving the refunding of the on-sale liquor license fees. <br /> <br />A roll call vote was taken. 5 Ayes, 0 Nays-Motion Carried <br /> <br />Commission Liaison Reports, Announcements and Updates <br /> <br />Devin Massopust <br />City Manager Massopust reported staff continues to monitor COVID-19 and how it was <br />impacting the City of New Brighton. He explained his main goals were to protect the health of <br />his workforce and the health of the community. He stated the golf course was open along with <br />the license bureau (limited services). He indicated the City would be issuing a statement <br />regarding summer programming in the near future. <br /> <br />Graeme Allen <br />Councilmember Allen reported the Public Safety Commission met on Monday, May 11th and <br />discussed neighborhood traffic concerns surrounding the Benedictine Health Center. He noted <br />National Night Out has been rescheduled for Tuesday, October 6th. He indicated tractor trailer <br />and motorhome parking was also discussed. He thanked the residents in New Brighton for <br />sheltering in place in order to safe and healthy. Lastly, he welcomed Councilmember Nasreen <br />Fynewever to the City Council. <br /> <br />Paul Jacobsen <br />Councilmember Jacobsen reported the City Council held Commission interviews this evening <br />prior to the Council meeting. He thanked all of the New Brighton residents that were willing <br />to serve the community in this capacity. He was impressed by the strong candidates that had <br />stepped forward during this trying time. He welcomed Nasreen Fynewever to the City Council. <br />He thanked BerganKDV for the financial presentation on the audit. He stated he was very <br />pleased with the strong financial foundation that has been established by the City Council. He <br />encouraged the community to support local non-profits given the fact they were struggling <br />through COVID-19.
