May 26, 2020 Page 3 of 6 <br /> <br />City Manager Massopust indicated Community Assets and Development Director Schlichting would be <br />presenting this item to the Council. <br />Community Assets and Development Director Schlichting stated with the Midtown Village planned <br />improvements (just north of the Public Works site), changes are being considered for the remaining space <br />within the Public Works yard. This quote specifically addresses the need for additional <br />equipment and vehicle storage. The remodeled warm storage building will also create a space <br />where all snow plowing apparatus can be kept under one roof.Kodet has prepared Construction <br /> Documents for the Existing Water Treatment Plant – Interior Demo‐Renovation. This <br />Water Treatment Plant used to have Carbon Vessels to treat TCAAP contaminants. <br />Rather than removing the building Public Works transitioned it into a usable facility over <br />the years. The last step in truly making this a functional building is to remove additional <br />concrete (backwash pit) and a mezzanine. Once removed this area will be replaced with <br />concrete to match the existing concrete slab. A new garage door will be added and it will beco <br />me a drive‐thru facility. Base bids have been received from 10 contractors, along with Bid <br />Alternates. The low bidder, TMG Construction Inc., has not done work for the City in the <br />recent past, but our architect indicated that they are qualified and capable of performing work <br />of this kind and magnitude. The alternate painting price from the General Contractor was <br />higher than other bids received. Staff solicited paint quotes as a separate contract. Slack <br />Painting provided the low quote ($12,400 below the general contractor bid) and Slack has done <br /> quality work on behalf of the City in the past. Staff commented further on the proposed <br />changes that would be made to the Public Works site and recommended approval of the <br />contract for the warm storage building remodel. <br />Councilmember Jacobsen asked if this site was becoming too cramped for the Public Works <br />Department. Community Assets and Development Director Schlichting stated the proposed improvements <br />would meet the city’s needs well into the future. He did not anticipate the City would need more yard space. <br />Councilmember Fynewever requested further information regarding the mezzanine. Community Assets and <br />Development Director Schlichting indicated the low bidder did not provide the City with the lowest bid for <br />the mezzanine portion of the project. He explained staff was uncertain how the mezzanine would be used and <br />for this reason, the staff was recommending the mezzanine be requoted at a future date. <br /> <br />A roll call vote was taken. 5 Ayes, 0 Nays-Motion Carried <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Allen to accept paint quotes and <br />authorize Director of Community Assets and Development to enter into a contract with Slack <br />Painting for $34,850 to paint the Warm Storage Building. <br /> <br />A roll call vote was taken. 5 Ayes, 0 Nays-Motion Carried <br /> <br />2. Consideration of an Ordinance to establish temporary use regulations within the City of New <br />Brighton. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Dunsworth to adopt Ordinance <br />874 establishing temporary use regulations within the City of New Brighton. <br /> <br />City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated with at least some businesses <br />likely re-opening in the coming weeks, flexibility will be key to ensuring our local regulations <br />are not a hindrance to the success of those we serve. To that end, Ordinance 874 would create <br />temporary use provisions that can be used by the City to quickly and effectively respond to <br />needs resulting from natural disasters or pandemics.
