<br /> <br />Mayor Johnson suggested a recommendation be made to Massopust to create a timeline that the Council could <br />review at a future meeting. Massopust reported staff could proceed in this manner. <br /> <br />Councilmember Jacobsen stated he was hesitant to proceed in this manner. He noted he was uncertain how this <br />first community conversation would go and explained there were no additional conversations yet on the <br />calendar. He did not want the Council moving artificially onto the next step until additional listening sessions <br />were scheduled. He explained he did not want to limit input from the public in order to meet some proposed <br />timeline. <br /> <br />Councilmember Fynewever commented she understood this concern. She stated these listening sessions would <br />have a life cycle. She indicated some of the research and work needed had already been conducted by the task <br />force. She reported the City has already heard from the community that a commission was needed and wanted. <br /> <br />Councilmember Allen recommended the community sessions be ongoing. He stated there were always new <br />people moving into the City that would need to be educated or that would have a new voice. He anticipated the <br />first few community conversations would focus on police relations and use of force. He recommended the <br />Public Safety Commission review he City’s use of force policy. He supported the Council looking at multi- <br />lingual signs for City Hall. He was of the opinion the Council did not have to wait but rather could take action <br />now on some of the recommendations from the task force. <br /> <br />Councilmember Jacobsen agreed some of the low hanging fruit could be addressed. He supported the Public <br />Safety Commission addressing the use of force policy. He indicated he also wanted more information <br />regarding the City’s traffic stops with respect to demographics. <br /> <br />Councilmember Fynewever stated she would still like to hear from Director Paetznick on the positive action <br />language. Paetznick reported he has been encouraging his officers to listen, learn and lead per the positive <br />action steps. <br /> <br />Massopust discussed the tangible things staff could be working on at this time. He asked if Paetznick would be <br />able to review the use of force policy with the Public Safety Commission. Paetznick reported this could be <br />done with the Public Safety Commission. <br /> <br />Councilmember Fynewever stated the listening sessions could be agenda drivers for the future commission. <br /> <br />Councilmember Dunsworth recommended the City reach out to the public to make them aware of the broader <br />discussion the Public Safety Commission would be having regarding the use of force policy, and to make the <br />public aware of the upcoming community listening session that was scheduled for July 7th. <br /> <br />Councilmember Allen supported the Public Safety Commission’s agendas and future topics of discussion be <br />better publicized to residents in order to assist in facilitating the most positive outcome. <br /> <br />Councilmember Jacobsen recommended the Council consider how to gather feedback on National Night Out. <br /> <br />Mayor Johnson thanked the Council for all of their comments. She summariz ed the statements that were made <br />and understood the Council was interested in proactively building race relations and creating a more inclusive <br />community. She understood the Council was interested in starting with listening sessions. From these listening <br />sessions, information will be gathered and brought to a potential new commission. She noted the Council <br />would be holding a budget discussion in early August and the timing of a commission could be considered at <br />this time. <br />
