July 14, 2020 Page 3 of 4 <br /> <br />Motion by Councilmember Dunsworth, seconded by Councilmember Jacobsen to accept all bids and <br />adopt a Resolution awarding a contract for City Project 20-1, 2020 Street Rehabilitation to the <br />lowest responsible bidder, New Look Contracting, in the amount of $886,357.50. <br /> <br />City Manager Massopust indicated Community Assets and Development Director Schlichting would be <br />presenting this item to the Council. <br />Community Assets and Development Director Schlichting stated this project consists of the <br />reconstruction of approximately 0.86 miles of residential streets by the removal of the <br />existing bituminous surfacing, removal and replacement of sections of concrete curb and gutter, <br />storm sewer improvements, hydrant replacements, street excavation and grading, aggregate <br />base, bituminous surfacing, and boulevard repair on the following streets: <br /> <br />Valley View Lane ‐ West of Silver Lake Road <br />Knollwood Drive ‐ County Road H to Valley View Lane <br />Eastman Drive ‐ Knollwood Drive to Robin Lane <br />Gregory Drive ‐ Silver Lake Road to Longview Drive <br />Longview Drive ‐ Eastman Drive to Gregory Drive <br />Robin Lane ‐ County Road H to Eastman Drive <br /> <br />Community Assets and Development Director Schlichting explained a public hearing was held in May for <br />this project. He indicated the City likes to complete two miles of streets each year. Staff commented further <br />on the project specifications, described the bids the City received and recommended approval of the project. <br />Councilmember Allen asked if the City has used this contractor in the past. Community Assets and <br />Development Director Schlichting reported the City has not used this contractor but he understood this <br />contractor was capable of completing his project in New Brighton. <br />Councilmember Jacobsen questioned if this project would be completed by the end of September. <br />Community Assets and Development Director Schlichting indicated this was the project timeline. <br />Mayor Johnson stated she was pleased this project came in $114,000 under budget. <br /> <br />A roll call vote was taken. 5 Ayes, 0 Nays-Motion Carried <br /> <br />Commission Liaison Reports, Announcements and Updates <br /> <br />Devin Massopust <br />City Manager Massopust reported staff held a preliminary 2020 budget meeting last <br />Wednesday. He explained New Brighton has been awarded $1.7 million in CARES Act <br />funding through the State of Minnesota. He stated staff was considering how to best utilize <br />these dollars for the City and community. He noted the dollars do need to be spent by <br />November of 2020. He indicated sports leagues began last week and it has been nice to see <br />people participating in these programs. He thanked all of the residents that participated in the <br />Listening Session last Tuesday and noted this meeting has been posted to the City’s website. <br />He explained work was being completed across from the Enclave development noting FedEx <br />would be moving into this building. <br /> <br />Graeme Allen <br />Councilmember Allen reported the Public Safety Commission met on Monday, July 13th where <br />the group discussed body worn cameras (BWC) and policies surrounding BWC’s. It was his <br />understanding BWC’s were a valuable tool for the Public Safety Department.
