The Department of Community Assets and <br />Development (DCAD) Department works with the residents of each district to determine <br />specific projects and courses of action. The costs involved are recovered by levying tax on all <br />taxable properties within the district. The City has adopted similar tax levies for both districts <br />for several years. <br />Community Assets and Development Director Schlichting described the type of storm sewer <br />improvements that were completed for the Lake Diane and Bicentennial Pond taxing districts. <br /> <br />A roll call vote was taken. <br /> <br />4 Ayes, 0 Nays-Motion Carried <br /> <br />3. Consider a Resolution Adopting an Annotated Outline to Guide the Zoning Code update <br />Project. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Allen to approve a Resolution <br />adopting the Annotated Outline to guide the Zoning Code Update Project. <br /> <br />City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated the Annotated Outline for the <br />Zoning Code Update project establishes the overall roadmap the City will follow over the next <br />12 to 18 months to update its zoning ordinance. The visioning for the Ramsey County Corridor <br />Revitalization Study was discussed with the Council. At this time, the City Council is asked to <br />review the outline document, and recommend needed changes, updates, or additions to the <br />suggested approach and timeline. It was noted staff was recommending a temporary steering <br />committee be formed to assist with this project. Staff commented further on the annotated <br />outline and recommended approval. <br />Councilmember Jacobsen stated this project was long overdue and he was thankful the City had staff on hand <br />that could tackle this project. <br />Councilmember Allen agreed and thanked staff for creating this fantastic plan. He stated he was happy to see <br />the ways in which the City would be bringing in people from the community to help with this project. <br />Mayor Johnson commended Assistant Director Gozola for taking on this tremendous project. She explained <br />other cities would have to hire consultants to complete this task, but New Brighton had a person on staff to <br />assist with completing the City Code rewrite. She thanked Assistant Director Gozola for including citizens in <br />this project. He explained the City would recommending this event be held virtually for the healthy and <br />safety of New Brighton employees and residents. He stated staff would be coming forward <br />with more details in the near future. He indicated 40 kids were attending the fall day camp. <br />He reported staff was putting the finishing touches on the resident and small business <br />assistance programs.
