<br /> <br /> <br /> <br /> <br /> <br />Council Worksession <br />September 8, 2020 <br />5:00 pm <br /> <br />Present: Mayor Valerie Johnson <br /> Councilmember Graeme Allen <br /> Councilmember Nasreen Fynewever <br /> Councilmember Paul Jacobsen <br />Absent: Councilmember Emily Dunsworth <br /> <br />Staff in Attendance: Devin Massopust, Brenda Davitt, Craig Schlichting <br /> <br />Guests in Attendance: <br /> <br />Due to the COVID-19 pandemic this meeting was held virtually. <br /> <br />Discuss Capital Improvement Plan <br /> <br />Davitt reviewed the Capital Improvement Plan (CIP) for the years 2021 to 2030 with the City Council. She <br />described how this plan was used by the City to assist with financial planning while also creating transparency. <br />She explained this CIP does not include the Parks Comprehensive Plan. The Fleet Replacement plans were <br />discussed and the major purchases were noted. Further discussion ensued regarding the utility funds and how <br />these funds will be impacted over the next 10 years. The City’s Debt Management Plan was then reviewed. <br />The next steps within the budget process was discussed with the Council and it was noted the Preliminary Levy <br />would be adopted at this evenings Council meeting. She reported the 2021 Utility Rate presentation would be <br />made on November 12th and the Final Budget would be approved by the Council on December 8th. <br /> <br />Councilmember Jacobsen asked if the two parks (Central Park and East Park) within The Exchange were <br />included in the 2021 CIP. Davitt reported this was the case. <br /> <br />Councilmember Jacobsen questioned why the 2030 street project was so expensive. Schlichting explained the <br />2030 street project included 2.75 miles of street reconstruction, which was more miles of street than was <br />usually completed. <br /> <br />Mayor Johnson stated she had concerns with the big numbers in 2021. She indicated some of the expenditures <br />for 2021 had been delayed from 2020. Davitt commented further on the 2020 CIP versus the 2021 CIP. <br /> <br />Councilmember Allen discussed how some fleet purchases were made in 2020 to reduce overall expenses for <br />the City, which also reduced expenditures for 2021. <br /> <br />Mayor Johnson understood all of the expenses were planned, but she requested further information from staff <br />regarding the items scheduled for purchase in the coming year. Davitt indicated she could provide this <br />information to the Council. <br /> <br />Councilmember Jacobsen stated he would appreciate reviewing this information further. <br />
