It was noted the goals within this plan align with the City’s Comprehensive <br />Plan. The proposed improvements for the Civic Campus and Community Center were <br />discussed. She provide further comment on the recommended trail and park improvements <br />that were being proposed within the plan. She commended the City on its efforts on the plan. <br />Parks and Recreation Director Fink reported the Planning Commission held a public hearing at <br />its meeting last week and unanimously recommended approval of the plan. <br />Councilmember Dunsworth thanked Candace Amberg for all of her work on this document. <br />She explained she served on the steering committee which was a tremendous experience. She <br />stated it was very exciting to see the final product and she believed every member of the <br />community should be proud of this plan. <br />Councilmember Allen thanked all who participated in creating this plan and vision for the <br />Parks and Recreation Department. He understood this plan would take several decades to <br />implement, but he appreciated the vision that has been created. <br />Councilmember Jacobsen stated the last time the City completed a comprehensive park plan <br />was back in 2006. He indicated a lot of time has passed since 2006. He explained the new <br />plan better captures who the City is and what the City wants to be in 20 years. He thanked <br />Candace Amberg and WSB for assisting the City with creating a solid vision that was forward <br />thinking for the City’s parks and trails. He thanked all of the individuals that served on the <br />steering committee or provided community input. <br />Mayor Johnson stated the hard work begins now. She reported this would not be an easy plan <br />to put into place. She indicated the Council would have to work hard and be creative to get the <br />park projects funded. She discussed how the City’s parks and trails system adds value to the <br />community and its residents. <br />Parks and Recreation Director Fink explained she was told to dream big in this plan. She <br />thanked the Council for allowing her the opportunity to help shape what parks and recreation <br />will look like in the City of New Brighton for the next 20 years. Consider adoption of Ordinance 877: An Ordinance Identifying and Establishing Certain <br />Interim uses and the Process for the Issuance of Interim Use Permits. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Allen to adopt Ordinance 877: <br />An Ordinance Identifying and Establishing Certain Interim uses and the Process for the Issuance of <br />Interim Use Permits. <br /> <br />City Manager Massopust indicated staff was directed to create and utilize an Interim Use Permit tool. He <br />reported Assistant Director of Community Assets and Development Gozola would be presenting this item to <br />the Council. <br />Assistant Director of Community Assets and Development Gozola stated cities are allowed to use a <br />number of tools established by State Statute for overseeing land uses within their borders. One <br />such tool, the “Interim Use Permit,” is especially useful in situations where the City would like <br />to permit a use, but also identify a specific sunset date or trigger that would end the use. A <br />recent land use application before the City highlighted the fact that Interim Use Permits <br />currently cannot be issued as the New Brighton Zoning Ordinance has never been amended to <br />include the tool. Staff commented further on the language included within Ordinance 877 <br />regarding Interim Use Permits.
