Consider a Resolution Approving a Special Use Permit for an Accessory Building exceeding <br />624 Square Feet for Paul and Sara Aplikowski at 1546 16th Terrace NW. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Dunsworth to approve the <br />Special Use Permit for an Accessory Building exceeding 624 Square Feet for Paul and Sara <br />Aplikowski at 1546 16th Terrace NW with conditions. <br /> <br />City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated Paul and Sara Aplikowski are <br />seeking to construct an 840 square foot storage and workshop building in their backyard at <br />1546 16th Terrace NW. Any accessory structure over 624 square feet requires review under the <br />special use permit criteria of code. Staff commented further on the request and reported the <br />Planning Commission recommended approval of the request with conditions. <br />Councilmember Jacobsen asked if any other cities protect viewshed. Assistant Director of <br />Community Assets and Development Gozola explained this would only be popular in communities with an <br />abundance of lakeshore properties. He reported every community was different. <br />Councilmember Jacobsen stated in the future the Council may want to consider addressing viewshed for <br />lakeshore properties. <br />Councilmember Dunsworth questioned what issues the Danger’s had with the proposed accessory structure. <br />Assistant Director of Community Assets and Development Gozola reported the Danger’s believed the <br />accessory structure should be constructed more like their cottage and that it should be properly screened. <br />Councilmember Dunsworth explained this structure was behind the lake and was not the same as the <br />accessory structure request that was made in 2018. She understood that people wanted to keep their lake <br />views nice. However, she believed this request was a different situation because the proposed structure was <br />behind the neighbors view of the lake and not in front. Assistant Director of Community Assets and <br />Development Gozola reported this was the case, the neighboring property would have to be looking inland to <br />see the proposed structure. <br />Councilmember Fynewever stated she supported the proposed request. <br /> <br />A roll call vote was taken. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />3. Consider a Resolution Approving a Special Use Permit for Emmanuel Covenant Church to <br />operate a satellite church at 1775 Old Highway 8. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Dunsworth to approve the <br />Special Use Permit for Emmanuel Covenant Church to operate a satellite church at 1775 Old <br />Highway 8 with conditions. <br /> <br />City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated Emmanuel Covenant Church <br />is seeking authorization to operate a satellite church within rented industrial space at 1775 Old <br />Highway 8. Initial activities would focus on recording music and sermons remotely in advance <br />for broadcast via their website. Small audiences resulting in occupancy of 50 or less people is <br />desired. Eventually, Emmanuel Covenant Church would also like to host youth groups and <br />auxiliary Sunday morning services catering to no more than 85 people.
