Approve Authorizing Publication of Ordinance No. 878 by Title and Summary. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Allen to approve Ordinance 878 <br />Amending Chapter 13 of the New Brighton City Code Regarding Tenant Notification and Notice of <br />Potential Sale with Respect to Rental Housing Unit Buildings. <br /> <br />City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated the recent sale of the Pike <br />Lake Plaza Apartments within the City demonstrated the need to adopt tenant protections for <br />low income tenants residing in NOAH properties being sold to a new owner. Ordinance 878 <br />would apply to properties containing three or more rental housing units at the time of sale, and <br />would require a new owner to pay relocation benefits if the owner takes certain actions which <br />force resident re-location(s) during a required three-month notification period. The ordinance <br />also requires advance notice to the City that an affordable rental property will be going up for <br />sale so that parties interested in maintaining affordable rents can be notified of the opportunity <br />to invest in New Brighton. Staff commented further on the proposed Ordinance, noting the <br />proposed requirements and recommended approval. <br />Councilmember Allen discussed how rents were on the rise in the Twin Cities. He explained it was <br />advantageous for people to own rental properties and this was leading people to purchase older buildings, <br />remodel them and raise rents. He noted this was displacing people in the metro area. He indicated the <br />proposed Ordinance would offer protection to the folks that face destabilization. He thanked staff for their <br />efforts to address this policy reform. <br />Councilmember Jacobsen reported he was a renter for a time being. He stated he was happy to see the City <br />putting this Ordinance in place in order to protect its residents. He thanked staff for developing an Ordinance <br />that helps protect some of the most vulnerable residents of New Brighton.
