October 27, 2020 Page 7 of 7 <br />5.Report on October 13th Review of City Manager. <br />Mayor Johnson stated on October 13, 2020 the City Council held a closed work session pursuant to <br />Minnesota Statutes Section 13D. 05, subdivision 3(a) to conduct a performance review of the <br />City Manager. The City Council must summarize its conclusions for the public during a public <br />meeting. A statement of the Council as recorded by City Attorney Sonsalla can be found <br />regarding City Manager Devin Massopust’s review: <br />The City Council conducted the City Manger’s performance review on October 13th with <br />the Mayor, Council, City Manager, and City Attorney present. The results of the <br />performance review were positive with special recognition towards COVID response <br />efforts, communications, a smooth transition, and organizational leadership. Goals set <br />forth for the next six months include [,but are not limited to]: relationship building with <br />intergovernmental agencies; diversity, equity, and inclusion work; and new council <br />onboarding and transition. The Council is pleased with Devin’s performance and is <br />looking forward to his future success. <br />Commission Liaison Reports, Announcements and Updates <br />Devin Massopust <br />City Manager Massopust reported early voting began at the Community Center and noted <br />residents were welcome to vote now through Election Day, which was Tuesday, November 3rd. <br />Graeme Allen <br />Councilmember Allen reported the Public Safety Commission would meet next on Monday, <br />November 9th at 6:30 p.m. He encouraged residents to refer to the most recent City newsletter <br />for voting and polling information. <br />Paul Jacobsen <br />Councilmember Jacobsen reported he voted today, which was historic because this was the <br />first time he recalled voting when there was snow on the ground. He thanked all of the <br />election staff for their tremendous efforts and encouraged all residents to get out and vote. He <br />stated he was proud of the fact the Council passed an Ordinance that would protect renters in <br />the community. He thanked the Council and staff for their efforts on this Ordinance. He <br />explained the Planning Commission met on Tuesday, October 20th and would meet next on <br />Tuesday, November 17th. He thanked all residents who attended the recent Pumpkin Walk. <br />Mayor Johnson <br />Mayor Johnson thanked the Parks and Recreation Department for their great efforts on the <br />Pumpkin Walk. She thanked Pletschers for donating a pallet of pumpkins for this event.
