REQUEST FOR COMMISISON CONSIDERATION

ITEM DESCRIPTION: Ramsey County Corridor Revitalization Program
DEPARTMENT HEAD’S APPROVAL:
CITY MANAGER’S APPROVAL:
No comments to supplement this report ___ Comments attached ___

Recommendations:  Review Pilot Program information, and make recommendations on
locations for study and/or proposed focal points of study.

History:  The City anticipates that the full Met Council will approve the City’s new
comprehensive plan on July 10th, which can then be put into effect by the
City Council as early as July 23rd. The new plan includes multiple nodes of
mixed-use development along the City’s major corridors which could use
additional planning and educational efforts before changes occur. This
new pool of grant dollars provides a timely avenue to kick-start that
process.

Financial Impact:  Significant. Redevelopment within the targeted areas could have a
dramatic effect on property values and the long-term economic stability of
the community. In the short term, the targeted grant amount the County
has tentatively said we could pursue is in the $30K to $50K range for
corridors that meet all of their target criteria. Much of Old Highway 8
meets all three of their criteria, and Silver Lake Road meets two of their
criteria.

Summary:

 With Comprehensive Plans in the County wrapping up and gaining approval
(likely) in the next six months, the County is setting up a funding
mechanism to allow corridors that span multiple jurisdictions to be studied
for potential improvements. Both Old Highway 8 and Silver Lake Road are
identified by the County as eligible for these grant dollars.

Agenda Section: VI
Item: 3
Report Date: 06/27/19
Commission Meeting Date: 07/03/19
