<br />(cont.)  Details are relatively light at this time, but we do know that all grant <br />requests will be judged on the following criteria: <br />1. Capacity (15 points) <br /> Organizational capacity and plan for accomplishing the objectives <br /> Completeness and appropriateness of the implementation plan <br /> Leverage of fund, including matching sources of funds for the <br />proposed activities and additional investments along the corridor <br />Potential approaches <br /> Highlight City’s past success in redevelopment (Exchange, <br />Active TIF districts, etc) <br /> Highlight implementation portions of the new Comp Plan <br /> Work with Council to identify available matching funds for this <br />planning program; put best foot forward at ideally a one-to- <br />one ratio if possible <br /> Note other planned corridor investments (i.e. road diet along <br />Old Highway 8, Midtown Village improvements, etc) <br />2. Engagement and Racial Equity (20 points) <br /> Promote equitable development and economic inclusion <br /> Demonstrate inclusive community engagement with communities <br />of color and/or American Indian Communities <br /> Demonstrate inclusive community engagement with vulnerable <br />road users such as youth, seniors and differently-abled individuals <br /> Engage local community and cultural organizations <br />Potential approaches <br /> Include focus on establishing “inclusionary zoning” policies <br />within our new mixed use areas (i.e. for every ten market rate <br />units in a building, there must be one or two affordable units <br />provided for low to moderate income households) <br /> Outline a planning process that specifically targets our largest <br />minority groups <br /> Make sure all outreach materials meet “accessibility” <br />requirements (i.e. can be read by computers for visually <br />impaired) <br /> Include outreach to neighborhood groups, local churches, non- <br />profits, etc <br />
