<br />Traffic Impact Study 1 <br />New Brighton Exchange Update <br />1. Introduction <br />a. Purpose of Study <br />Spack Consulting prepared a Traffic Impact Study for the New Brighton Exchange in <br />2014 (known as the 2014 TIS from here on). That study included analysis for a large <br />amount of development along the Old Highway 8 corridor in New Brighton, Minnesota. <br />Since that study was completed, a significant portion of the proposed development has <br />been constructed. This study revisits the 2014 TIS to determine if the recommendation <br />from that study of a traffic signal at Old Highway 8/14th Street is still valid or if different <br />traffic control is needed as well as if the configuration of Old Highway 8 could be <br />modified. <br /> <br />For those not familiar with the general concepts and terms associated with traffic <br />engineering, The Language of Traffic Engineering guide is included in the Appendix. <br />b. Study Objectives <br />The objectives of this study are: <br />i. Document how the study intersections and roadways currently operate. <br />ii. Forecast the amount of traffic expected to be generated by the remainder of the <br />proposed development. <br />iii. Determine how the study intersections and roadways will operate in the future <br />with and without the proposed development. <br />iv. Recommend appropriate mitigation measures if poor operations are identified, <br />comparing those recommendations to the 2014 TIS recommendations. <br />v. Evaluate the feasibility of converting Old Highway 8 to a three -lane facility (one <br />lane in each direction with a center, two-way left turn lane). <br /> <br /> <br />For the purposes of this traffic study, the study intersections analyzed match those from <br />the 2014 TIS and are: <br />i. Old Highway 8 & Highway 96 <br />ii. Old Highway 8 & 14th Street <br />iii. Old Highway 8 & Central Park Boulevard <br />iv. Old Highway 8 & Northwest Parkway <br />v. Old Highway 8 & 10th Street <br /> <br />The main roadway corridor studied in this document is Old Highway 8 between 10 th <br />Street and Highway 96. <br /> <br />It should be noted traffic expected from the proposed development will have minor <br />impacts on other corridors and intersections beyond those studied here. Furthermore, <br />this study does not account for the existing roadway conditions such as pavement <br />quality or appropriate drainage. <br /> <br />
