Three different roadway
configurations are looked at in Chart 5 to determine if any would be a candidate for Old
Highway 8.

Chart 5 – Study Corridor Volume to Capacity

As seen in Chart 5, Old Highway 8 in this area is forecast to remain below capacity
through the 2033 Build scenario as a four-lane road. If converted to a three-lane road,
Old Highway 8 would still be below 80% of capacity in the 2033 Build scenario.
d. Old Highway 8 Three Lane Operations
As shown in Chart 5, the Old Highway 8 corridor in the study area is forecast to operate
at acceptable daily volume levels if converted to a three -lane roadway. A three-lane
roadway includes one through lane in each direction with a two-way left turn lane down
the center. The benefits of converting a four-lane road to a three-lane road, also known
as a road diet, include reducing conflict points, improving bicycle and pedestrian
mobility and potentially reducing speeds.

To see how the study intersections would operate if Old Highway 8 were converted to
a three-lane road, the capacity analyses were re-run with this new layout.
