<br />Traffic Impact Study 18 <br />New Brighton Exchange Update <br />lane layout would not extend to the two signalized study intersections due to the <br />presence of dual left turn lanes turning onto Old Highway 8 at each intersection. <br /> <br />Chart 6 shows the 95th percentile queue lengths for the three side-street stop-controlled <br />study intersections with Old Highway 8 reduced to one through lane. The westbound <br />approaches on 14th Street and Central Park Boulevard were modeled as having the two <br />approach lanes. <br /> <br />Chart 6 – Peak Hour Queues: Side Street Stop Sign Controlled Intersections – <br />Old Highway 8 as Three Lane Road <br /> <br />As seen in Chart 6 and comparing that to Charts 3 and 4, the westbound queues in the <br />p.m. peak hour are increased with the conversion to a three -lane road. This is due to <br />there being less gaps in the through traffic on Old Highway 8 as vehicles are in one <br />lane rather than two lanes. To check if adding a signal at either 14th Street or Central <br />Park Boulevard would improve gaps and therefore improve que ue lengths, capacity <br />analyses were run for the 2033 Build p.m. peak hour with these two options.
