<br /> <br />V. Report from Council Liaison <br />Councilmember Allen was not in attendance to provide an update from the Council. <br />VI. Business Items <br />A. Highlights of Development and TIF Agreements for Midtown Village Townhomes <br />Schlichting stated staff has actively been working with Scott Landsman from the law firm of <br />Hoff Barry, and Jennifer Boulton from Kennedy & Graven on Development and TIF agreements <br />respectively for the Midtown Village Development. Both documents are currently being <br />updated and are in flux, but staff is hoping they will be substantially complete by the t ime of <br />the upcoming EDC meeting. He explained Pulte was hoping to close on the property by <br />December 31, 2019. Further discussion ensued regarding the improvements that would be <br />completed by Pulte, along with the public improvements that would occur within this <br />development. It was noted Dominium would be closing on their property by June 30, 2020. <br />Staff commented on the parking concerns within the workforce housing development and <br />noted proof of parking was being provided by Dominium. The TIF request from Dominium was <br />reviewed. <br />Discussion included: <br /> It was noted the City’s salt shed would be moved in order to make room for additional <br />parking on the Dominium property. <br /> The traffic concerns around the project were discussed. <br />B. Demo Bids for New Brighton Elementary <br />Schlichting reported plans are underway for significant re‐development work at the former <br />New Brighton Elementary now known as Midtown Village. Demolition work in the coming <br />weeks will allow development to begin. Responsible Contractors were provided with available <br />environmental surveys, and were invited for a site visit to inspect the structures to be removed. <br />Bids to complete this work are anticipated to be received on July 3rd by 10:00 a.m. Staff <br />commented further on the abatement timeline. <br />C. Ramsey County Corridor Revitalization Program <br />Gozola reported the City anticipates that the full Met Council will approve the City’s new <br />comprehensive plan on July 10th, which can then be put into effect by the City Council as early <br />as July 23rd. The new plan includes multiple nodes of mixed-use development along the City’s <br />major corridors which could use additional planning and educational efforts before changes <br />occur. Staff described a pool of funding Ramsey County had created to assist in revitalizing <br />major corridors. This new pool of grant dollars provides a timely avenue to kick-start that <br />process. With Comprehensive Plans in the County wrapping up and gaining approval (likely) in <br />the next six months, the County is setting up a funding mechanism to allow corridors that span <br />multiple jurisdictions to be studied for potential improvements. Both Old Highway 8 and Silver <br />Lake Road are identified by the County as eligible for these grant dollars. Further discussion
