4 LAND USE APPLICATION: 1101 BLACK OAK DRIVE, NEW BRIGHTON, MN 55112 FEBRUARY 14, 2020 <br />2. REQUEST NARRATIVE <br />REQUESTED UNITS PER ACRE UNDER THE NEW PRD <br />Our proposed project will include 66 Existing Transitional Care and Skilled Nursing Apartment <br />Units, 56 Independent Living Apartment Units, 40 Assisted Living Apartment Units, 24 Assisted <br />Living Memory Care Apartment Units and 8 double additional Skilled Nursing Apartment units <br />(16 beds). The total number of will be 202. Our new site is 6.777 acres (per survey 2-10-2020). <br />The units per acre will be 202 units/6 .777 acres = 29 .8 units per acre . This units per acre ratio is <br />under the 50 units per acre allowed by the City Comprehensive Plan . <br />PARKING REQUIREMENTS <br />Resident Car Usage <br />It might help to describe the specific driving needs of our residents. The transitional care <br />residents stay for 30 days or less and do not drive. The age of the skilled nursing resident is 90 <br />and up and they do not drive . The age of independent living senior market for this project is <br />75 years and most will drive . The age of the assisted living senior market is 85 years and most <br />will not drive. The 24 assisted living memory care ages vary because the forms of dementia <br />occur in younger senior populations but they do not drive . <br />An additional consideration is that 76 parking spaces for the skilled nursing beds employees <br />are during peak staffing times. Many of our departments get considerably smaller after 3 or <br />4pm such as housekeeping/maintenance which would go from 7 spots to 1 after 3pm every <br />day of the week . Another department, therapy, goes from 12 parking spaces down to 1 or 2 <br />after 3pm. These spaces (approx. 16) are now available to be used by visitors - who typically <br />visit during after normal business hours . <br />Existing Parking <br />The existing surface parking includes 76 cars for staff, 11 cars for transitional care, 0 cars for <br />the skilled nursing residents and 12 cars for visitors . These spaces have met the needs of this <br />facility for the past 65 years . There is an additional rented lot of about 12 cars behind the <br />adjacent lots along the service drive . An off street parking problem occurs on Black Oak <br />Drive because of the limited number of parking spaces at the main entry . <br />Proposed Parking <br /> <br /> Existing Parking to Remain 8 cars <br /> New Surface Parking 142 cars <br /> New Underground Garage Parking 60 cars <br /> Total 210 cars <br />Our proposed plan adds 14 new spaces near the lower level Skilled Nursing lobby entry. It <br />provides 82 spaces on the upper level adjacent to a secondary entrance into the Assisted <br />Living building, with a connection to a link to the main entrance lobby of the Skilled Nursing <br />and Transitional Care Neighborhoods . This connection will mitigate the off street parking that <br />currently occurs on Black Oak drive. An additional 46 spaces are adjacent to the new entry <br />to the 120 Independent Living and Assisted Living apartments . <br />The new facility also includes 60 spaces in an underground garage beneath the new <br />building . Those spaces are connected to elevators to the new lobby and apartments .
