She offered a heartfelt thanks to the Public Safety Department for serving <br />the community well throughout the pandemic. <br />Motion by Councilmember Allen, seconded by Councilmember Dunsworth to adopt a Resolution <br />reaffirming the Declaration and Extension of the period of a Local Emergency. <br />A roll call vote was taken. <br />5 Ayes, 0 Nays -Motion Carried <br />3. Consider Resolution Establishing Temporary Uses that may be Approved by the <br />Department of Community Assets and Development. <br />City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated to help local restaurants in <br />their effort to overcome impacts of the COVID-19 pandemic, the City of New Brighton <br />adopted Ordinance 874 which created temporary use provisions that can be used to quickly and <br />effectively by Council to respond to needs resulting from natural disasters or pandemics. Per <br />these new regulations, Council is allowed to identify, by resolution, uses that staff are <br />authorized to administratively approve on a temporary basis in any given year. Temporary uses <br />are restricted to the specific uses authorized by Council, and would need to adhere to specific <br />conditions identified for each use. Staff reported the resolution currently before the Council <br />would re-establish 2020 temporary uses for 2021. <br />Councilmember Abdulle thanked staff for the detailed presentation. He stated he appreciated <br />the flexibility the City was offering to its businesses in light of the pandemic. He asked how <br />the City set priorities for these temporary uses. Assistant Director of Community Assets and <br />Development Gozola explained staff addressed temporary uses in order to provide an avenue to allow <br />outdoor dining in a timely manner. <br />Motion by Councilmember Abdulle, seconded by Councilmember Axberg to adopt a Resolution <br />authorizing specific temporary uses for 2021. <br />A roll call vote was taken. <br />5 Ayes, 0 Nays -Motion Carried <br />Commission Liaison Reports, Announcements and Updates <br />Devin Massopust <br />City Manager Massopust reported all New Brighton Police and Firefighters have received the <br />first dose of the vaccine. He explained vaccine clinics have been organized by Deputy Director <br />Hamdorf at the New Brighton Public Safety Center. <br />Graeme Allen <br />Councilmember Allen thanked former Councilmember Paul Hart for addressing the Council <br />this evening regarding the Inclusive Community Task Force. He reported the Council was <br />discussing this topic and was working towards a more inclusive City. He thanked Sergeant <br />Nelson for his 30 years of service to the City of New Brighton. He discussed the challenges <br />and dangers for those that choose a career in public service. He welcomed the new Mayor and <br />Councilmembers to the City Council. He stated he looked forward to the work this group <br />3.
