PROJECT OVERVIEW <br />Background & Process <br />On November 26, 2019, the Department of Community Assets & <br />Development Department (DCAD) received initial authorization from the <br />City Council to begin a zoning code rewrite process on behalf of the City. <br />A change -over in the City Manager position dominated Council's time in <br />early 2020, and the onset of the COVID-19 pandemic had a major impact <br />on City priorities thereafter. The update project was re -introduced to <br />Council on July 28, 2020, and staff was given the green light to proceed <br />with preparation of this annotated outline. <br />City records suggest that the current zoning ordinance dates back to <br />approximately 1977. Over the subsequent 42 years, various sections of the <br />code have been updated and new requirements have been added, but little <br />has been done to modernize the organization, provide greater clarity for <br />the end-user, and most importantly, eliminate the various inconsistencies <br />created by the adoption of hundreds of ordinances since the initial code <br />adoption. This update process will address these issues. <br />The update project is anticipated to begin in October of 2020, and is <br />expected to be completed approximately 12 to 18 months later following <br />completion of the following four (4) project tasks: <br />(1) Annotated Outline Creation <br />Creation of this document is the first task in the zoning ordinance <br />update process. This document formalizes the project's to-do list, <br />pinpoints the ways the City will resolve identified issues, establishes <br />an initial outline for the new code, and sets up the new code's style <br />template. <br />(2) Draft Zoning Ordinance Creation <br />To successfully navigate the drafting of the new ordinance in a manner <br />that is easy for all parties to understand and follow, the new ordinance <br />will be prepared in three phases: <br />A N N O T A T E D O U T L I N E I <br />N E W B R I G H T O N Z O N I N G U P D A T E <br />
