PROJECT OVERVIEW <br />■ Phase 1: Administration — this phase will establish code <br />provisions that are generally applicable throughout the code and/or <br />are procedural in nature. Specific issues to be addressed include <br />the purpose of the zoning code; transitional regulations between <br />the old and new code (what happens to active applications); the <br />code's relation to other laws, agreements, and state statutes; rules <br />of construction; how nonconformities will be handled; description <br />of application types; and establishment of specific review <br />procedures. <br />■ Phase 2: Zoning Districts and Uses — this phase will result in <br />new codes establishing the City's various zoning districts, the <br />types of uses allowed in each district (permitted uses, <br />"conditionally" permitted uses, interim permitted uses, accessory <br />uses, and temporary uses), and all overlay district regulations. The <br />intent is to reorganize and standardize the look and format of all <br />City Districts, and to eliminate "cascading" regulations (i.e. <br />requiring a reader to view multiple zoning districts to understand <br />their district). New districts as required by the new comprehensive <br />plan (i.e. mixed use regional and mixed use neighborhood) will be <br />created at this time. <br />■ Phase 3: Development Standards — this phase will focus on <br />reorganizing existing language governing design standards <br />impacting the visual character of the city. Example issues include <br />landscaping standards, fences & walls, parking & loading areas, <br />exterior lighting, signs, utilities, etc. <br />(3) Preparation of the Draft Zoning Ordinance for Review <br />Upon completion of the draft code, DCAD will prepare a final draft <br />for consideration at multiple public hearings (final number TBD). <br />(4) Adoption <br />The final task will be review and adoption of the final draft by the City <br />Council under the rules established by State Law. Upon adoption by <br />Council, staff will make all necessary revisions resulting from the <br />adoption process, and will take all steps necessary to transition the new <br />code to the City's on-line platform for ordinances (Municode). <br />2 A N N O T A T E D O U T L I N E <br />N E W B R I G H T O N Z O N I N G U P D A T E <br />
