<br /> <br />2 <br /> <br />V. Report from City Council Liaison <br />Councilmember Jacobsen provided the Commission with an update from the City Council. He <br />discussed how the world has changed since the last time the Planning Commission had met. He <br />stated the middle of March brought about a whole new normal for everyone. He understood this <br />new normal would take some time to adjust to. He thanked the Planning Commission for being <br />flexible this evening and for holding this meeting virtually. He reported the City Council recently <br />hired a new City Manager. After interviewing four candidates, the Council appointed Devin <br />Massopust. He noted the Commission position interviews have been postponed until early May at <br />which time the Council will hold the remainder of the interviews and make appointments. He <br />explained Councilmember Mary Burg tendered her letter of resignation with the City Council and the <br />Council was taking applications for this vacant seat. He stated Councilmember Burg was a mentor to <br />him and she would be sorely missed on the New Brighton City Council. He indicated the license <br />office was now open for limited business and noted the golf course opened this past weekend. <br />VI. Public Hearing <br />1) Special Use Permit Amendment: Request from Murlowski Properties Inc. to amend the existing <br />Special Use Permit, Site Plan, and current conditions of approval to permit a new roadway <br />access to their properties at 2200 Old Highway 8 – PIDs 17-30-23-41-0013, 17-30-23-42-0004, <br />and 17-30-23-42-0009. <br />Assistant Director of Community Assets and Development Gozola reported Murlowski Properties <br />Inc is seeking to amend previous approvals for their SUP and Site Plan to allow for a potential <br />future roadway down the chimney of the property out to Old Highway 8. No changes in use are <br />proposed. The variance is necessary as technically the new roadway would not provide full <br />frontage on one of the proposed lots as required by code. The purpose of this exercise is to <br />demonstrate that a public or private road could be constructed, and to create an Outlot that <br />would allow for such. No road will be constructed at this time. Detailed decisions (i.e. final <br />alignment, construction details, ROW width & location) can be determined when proposed Lot 2 <br />develops in the future. Staff provided further comment on the request and recommended <br />approval of the Special Use Permit Amendment, based on the findings of fact and subject to the <br />following conditions: <br />a. Prior to the City signing the final plat and authorizing it for filing at the County, the applicant <br />shall dedicate an easement over the storm water pipe and lake outlet extending northward <br />from Rush Lake as directed by the City Engineer. <br />b. Upgrades to the existing storm sewer outlet for Rush Lake will be implemented concurrent <br />with either new development of proposed Lot 1, or when grant funding is secured for the <br />improvement. Relocation of the outlet will require dedication of a new easement to <br />accommodate the new pipe. <br /> <br /> <br /> <br /> <br />
