<br /> <br />3 <br /> <br />5. Lighting on the site and building shall be directed downward and be installed so as to <br />prevent direct light from being detectable at all lot lines. Lighting is also not to shine directly <br />into the public right-of-way. Any problems with existing lighting that are later identified <br />shall be brought into compliance with code requirements. <br />6. The applicants shall come to an agreement with DCAD staff on a final containment solution <br />for wood materials that will be effective over the long term. Additional perimeter control <br />around all stockpiles will be required. <br />7. The applicant shall address stormwater concerns if unforeseen issues arise (or become <br />foreseeable) as a result of the on-site storage. <br />8. The applicants shall either make improvements to the site the eliminate tracking of dirt into <br />the street, or shall pay for street sweeping services whenever directed to do so by the City. <br />9. The access route for container storage shall be agreed upon with DCAD staff prior to any <br />container storage commencing. All loading and turning movements must be accommodated <br />on site. <br />10. If either use (A Tree Service or Big Blue Box) is documented as trespassing onto adjacent <br />lands for any purpose, such documentation shall be considered as valid grounds for <br />repealing the outdoor storage authorization for that particular use. <br />11. No chipping or cutting of wood shall occur outdoors on this site. <br /> <br />Commissioner Frischman asked how the City would enforce the encroachment issue with the <br />neighbors property. Assistant Director of Community Assets and Development Gozola explained <br />New Brighton was a complaint base City. If the City were to receive a complaint, staff would <br />investigate the matter and respond accordingly. <br />Commissioner Frischman questioned if there was a need for signage. Assistant Director of <br />Community Assets and Development Gozola reported signage could be considered as an option <br />for the applicant. However, it would be up to the applicant to adhere to the rules. <br />Commissioner Frischman inquired if white pines were slow growing. Assistant Director of <br />Community Assets and Development Gozola indicated he was uncertain and stated he left the <br />tree recommendations up to the City Forester. <br />Commissioner McQuillan asked if the western portion of the property would have a fence in <br />place. Assistant Director of Community Assets and Development Gozola reported no screening <br />would be in place along this portion of the property. <br />Commissioner Enanaa inquired if the businesses had specific hours of operation. Assistant <br />Director of Community Assets and Development Gozola reported the Big Blue Box had periodic <br />use as needed and the A Tree Service had five trucks that left the site at 7:00 a.m. and returned <br />from 3:00 p.m. to 6:00 p.m. Commissioner Nelson questioned if the condition regarding the <br />tracking of dirt had any specific improvements.
