Special Use Permit & Variances – Irondale High School <br />Planning Commission Report; 1-15-19 <br /> <br /> <br />Page 8 <br />Storm water / <br />Grading / <br />Erosion: <br /> As a condition of approval, Engineering comments in the 1/9/19 Engineering <br />Memo (attached) shall be addressed. <br /> The main highlights on storm water and grading focus on updates to plans, the <br />potential need for upsizing a sewer pipe, and the need for easements. <br /> <br />Fire/Safety:  Relocate the existing hydrant to a location identified by the Fire Marshal <br /> The applicants should provide evidence that the auditorium doorways to the <br />exterior of the building are wide enough to accommodate pedestrian traffic in the <br />event of an evacuation <br /> <br />Lighting:  Forty-two (42) new lighting fixtures will be added to the site as a result of the <br />proposed additions. All lighting shall be down-directional. <br /> The provided lighting plan shows the proposed lighting will not exceed the <br />maximum illumination at the property lines. <br /> Lighting is not to shine directly into the public right-of-way or onto any residential <br />use. As a condition of the SUP, the applicant shall be required to correct any <br />lighting problems that are identified following construction. <br /> <br />Signage  The proposed metal lettering will be acceptable and is well within the maximum <br />size requirement of Section 9-050(1). <br /> <br />Parking & <br />Traffic: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> The school district estimates the new classrooms and auditorium will result in the <br />site accommodating up to 216 additional students and 6 more staff members. <br /> Despite the addition of a new parking lot to the NE of the school, the proposed plan <br />will result in a reduction of 28 parking spaces as compared to existing parking. <br />Accordingly, the school district provided a traffic and parking study produced by <br />Wenck, Associates (dated 7/18/18) to show the impact this may have on the site <br />and surrounding area. Conclusions of the study included: <br />a) Under 2018 existing conditions at the County Road H/Long Lake Road and Mississippi <br />Street/Long Lake Road intersections all movements and the overall intersection operate at <br />acceptable levels of service. Under 2020 post-construction conditions, all movements and <br />the overall intersection continue to operate at acceptable levels of service at the Mississippi <br />Street/Long Lake Road intersection. <br />b) Mitigation is needed at the County Road H/Long Lake Road intersection to accommodate <br />the 2020 post-construction traffic volumes. A preliminary review of the existing roadway <br />widths shows that converting each approach to two lanes may be possible through striping <br />modifications. Modifying the number of approach lanes helps to accommodate the <br />forecasted traffic volumes, resulting in improved levels of service.
