Special Use Permit & Variances – Irondale High School <br />Planning Commission Report; 1-15-19 <br /> <br /> <br />Page 9 <br />(cont.) c) Under 2018 existing and 2020 post construction conditions, all four access point <br />intersections on Long Lake Road operate at acceptable levels of service. No improvements <br />are needed at these intersections to accommodate the proposed project. <br />d) The expected increase in student and staff population combined with the proposed <br />reduction in on-site parking spaces results in a parking deficit of 46 spaces. The number of <br />parking permits issued to students should be adjusted to account for the reduction in parking <br />spaces. In addition, steps such as promotion of carpooling, ride sharing, bus usage, biking, <br />and walking may help to reduce the parking demand. <br /> <br /> As a condition of approval, Engineering comments in the 1/9/19 Engineering <br />Memo (attached) shall be addressed. <br /> The main highlight on traffic and parking is a requirement to work with the Public <br />Safety committee to add additional “no parking” signage as required on Poppyseed <br />Lane to alleviate need for a sidewalk in the area. <br /> <br />Sidewalks & <br />Trails: <br /> As a condition of approval, Engineering comments in the 1/9/19 Engineering <br />Memo (attached) shall be addressed. <br /> The main highlights on sidewalks is some upsizing is needed in areas, and the <br />School District is to work with the County on bump outs to shorten crossing <br />distance and provide larger refuge. <br /> <br />Development <br />Phasing: <br /> Construction is anticipated to begin this spring, and completion is anticipated in <br />January 2021. <br /> <br /> <br />Special Use Permit Review <br />In General: The need for a Special Use Permit is triggered by the specific use of “school” <br />within the R-1 District. Any future additions or site plan changes would also need <br />to go through this process for approval prior to being implemented. <br /> <br />Criteria Review: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Zoning Code Section 8-130 contains five standards the City must review prior to making <br />a decision on any specially permitted use.
