Preliminary Planned Residential Development <br />Planning Commission Report; 2-19-19 <br /> <br /> <br />Page 6 <br />(cont.) <br /> <br />Existing Parking <br />The existing surface parking includes 76 cars for staff, 11 cars for transitional care, 0 cars for the <br />skilled nursing residents and 12 cars for visitors. These spaces have met the needs of this facility for <br />the past 64 years. There is an additional rented lot of about 12 cars behind the adjacent lots along <br />the service drive. An off street parking problem occurs on Black Oak Drive because of the limited <br />number of parking spaces at the main entry. <br />Proposed Parking <br /> New Surface Parking ......................................................... 103 cars <br /> Underground Garage Parking ......................................... 99 cars <br /> Total ....................................................................................... 202 cars <br />Our proposed plan adds 13 new spaces near the lower level Skilled Nursing lobby entry. It provides <br />75 spaces on the upper level adjacent to a lobby and elevator connection to a link to the main entry <br />of the Skilled Nursing and Transitional Care Neighborhoods and the upper level apartments. This <br />connection will mitigate the off street parking that currently occurs on Black Oak drive. An <br />additional 7 spaces are adjacent to the new entry to the 120 Independent Living and Assisted Living <br />apartments. <br />The new facility also includes 99 spaces in an underground garage beneath the new building. Those <br />spaces are connected to elevators to the new lobby and apartments as well as to the link to the <br />skilled nursing and transitional care neighborhoods. <br /> Staff note: the full narrative for the application was also supplemented by a detailed <br />analysis of parking needs at various times of the day and days of the week. Links provided below: <br />o Original narrative <br />o Parking Specific narrative <br />o Parking data <br /> <br /> <br />Initial PRD Standards Review <br />In General:  The purpose of a Planned Residential Development (PRD) is to allow for flexible <br />development that can grant variations in “…density, bulk, height, setbacks, and <br />other regulations pertaining to the use of land…that are not in strict accordance <br />with the other provisions of the Zoning Code or any other ordinance of the City” <br />provided the applicant can show the development is not detrimental to the public. <br /> Intended outcomes of PRD development include providing for and encouraging <br />advances in housing design; changes in types of dwellings; flexibility in layout and <br />site planning; development of the life-cycle environment; and more efficient use of <br />land, open space, and public facilities.
