We will be adding independent living, assisted living and assisted living memory care to the <br />current services of transitional care and skilled nursing. The change will provide our residents the <br />opportunity to remain in our community as their needs change. They will be able to “Age in Place”. <br />The current staffing for the transitional care and skilled nursing residents is variable with a peak <br />number at 76 during normal business hours and tapers to lower numbers of staffing during the night <br />shift. We anticipate 25 additional staff position per shift for the new apartments. This staffing is 24 <br />hours per day and 365 days per year. <br />The PRD classification provides the framework for us to increase our density to accomplish this goal. <br />The timing of our project occurs during a Comprehensive Plan Amendment for New Brighton <br />currently under consideration by the City. The new Comprehensive Plan Amendment changes our <br />site from Medium Density Residential to High Density Residential. Our understanding is this will <br />increase the maximum density currently permitted, thus increasing the number of allowable units to <br />50 per acre. The zoning classification is R-3B. The density analysis is based upon the number <br />apartments. <br />REQUESTED UNITS PER ACRE UNDER THE NEW PRD <br />Our proposed project will include 66 Existing Transitional Care and Skilled Nursing Apartment Units, <br />56 Independent Living Apartment Units, 40 Assisted Living Apartment Units, 24 Assisted Living <br />Memory Care Apartment Units and 8 additional Skilled Nursing Apartment units. The total number of <br />units will be 194. Our new site is 5.836 acres. The units per acre will be 194 units/5,836 acres = <br />33.24 units per acre. This units per acre ratio is under the 50 units per acre allowed by the new <br />Comprehensive Plan Amendment. <br />PARKING REQUIREMENTS <br />Resident Car Usage <br />It might help to describe the specific driving needs of our residents. The transitional care residents <br />stay for 30 days or less and do not drive. The age of the skilled nursing resident is 90 and up and <br />they do not drive. The age of independent living senior market for this project is 75 years and most <br />will drive. The age of the assisted living senior market is 85 years and most will not drive. The 24 <br />assisted living memory care ages vary because the forms of dementia occur in younger senior <br />populations but they do not drive. <br />An additional consideration is that 76 parking spaces for the skilled nursing beds employees are <br />during peak staffing times. Many of our departments get considerably smaller after 3 or 4pm such as <br />housekeeping/maintenance which would go from 7 spots to 1 after 3pm every day of the week. <br />Another department, therapy, goes from 12 parking spaces down to 1 or 2 after 3pm. These spaces <br />(approx. 16) are now available to be used by visitors - who typically visit during after normal <br />business hours.
