Preliminary Planned Residential Development <br />Planning Commission Report; 2-19-19 <br /> <br /> <br />Page 12 <br />(cont.) <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Gene Delaune at 2828 Linden Drive asked if the City could work with GPS and <br />“GPS similar” sources to direct traffic to continue south on 27th Avenue to the I-694 <br />Service Road, and then turn right? <br /> There were two speakers at the public hearing for the conditional rezoning of the <br />property: <br />o Carol Finstad (2750 Lindsay Court) – appreciated receiving notice for the <br />meeting (about the rezoning), and noted that she appreciates new development as <br />it broadens the community’s tax base and helps to keep yearly tax increases in <br />check. Will monitor this development moving forward. <br />o Sandy Burton (2742 Lindsay Court) – concerned about noise from the <br />Benedictine parking lot, activity in the parking lot, what range of density could <br />potentially be built, and how citizens are noticed for meetings. <br /> On Tuesday, February 12th, staff met with Sandy Burton who represented the HOA <br />for the units along Lindsey Court, and a letter of concerns was offered which is <br />attached to this report. In summary: <br />o Increased traffic to the area is a concern <br />o Preserve walkability of the neighborhood <br />o Need to have better fencing/landscaping between the properties <br />o They want to know that drainage can be handled <br />o Concerned about the length of construction and impacts to quality of life during <br />those timeframes <br />o They overall support the development, but would like to see the following <br />improvements made: <br /> Add stop signs to the intersection of Linden & 27th (creating a 3-way stop) <br /> Require Benedictine to replace the HOA fence with a higher quality fence <br />better meeting separation needs. <br /> Require Benedictine to landscape their property to screen possible impacts. <br /> Require shared maintenance costs for ponding if the HOA pond is impacted <br />in any way <br /> Require Benedictine to pay for window cleaning and other repairs needed due <br />to construction <br /> Require reconstruction/maintenance to the existing rock wall between the <br />properties should it be damaged. <br />
