Minimum parking standards are far from an exact science, and historical use data <br />from a business is many times a more reliable way to determine actual parking needs <br />to ensure a site is not heavily over-parked. To that end, staff requested the applicants <br />provided further detailed information on time of day parking needs during the <br />weekday and on weekends based on the historical needs of this site and other similar <br />Benedictine facilities. The analysis dated 2/14/2019 is attached to this report. <br /> Unsurprisingly, the parking need during daytime hours (from 7 am to 3 pm) are <br />heavily slanted towards staff, the evening hours (3 pm to 9 pm) are heavily slanted to <br />potential visitors, and there is very little demand for parking during nighttime hours <br />(9 pm to 7 am). <br /> Each portion of the analysis assumes the worst-case parking scenario for residents <br />who may still be driving (i.e. that all such spots are filled throughout the day), and <br />makes reasonable assumptions regarding the number of visitors the facility might see <br />on a normal day. <br /> Underground parking spaces will be assigned to both residents and senior staff <br />members, so there will not be a scenario in which covered parking will go unused or <br />be inaccessible. <br /> Based on the provided data, staff is inclined to find the proposed amount of parking <br />on site will be adequate for this use based on the age of residents and anticipated <br />staffing levels. Should parking problems arise though, underground spaces assigned <br />to assisted living and independent living units shall reallocated as necessary to <br />address the problem. <br /> <br /> <br />
