Preliminary Planned Residential Development <br />Planning Commission Report; 2-19-19 <br /> <br /> <br />Page 17 <br />(cont.)  The City Forester is recommending the following changes to the proposed <br />landscaping plan: <br />a) Bur Oak to Swamp White Oak <br />b) Fat Albert Blue Spruce to Meyer Spruce <br />c) Scotch Pine to Red Pine <br /> The City Forester expressed concern that there is not enough room between Linden <br />Drive and the pond for the proposed trees to grow and not end up growing into the <br />street. The applicant shall work with the City Engineer regarding proper tree <br />placement near the ROW for Linden Drive. <br /> A new (minimum) 6 foot tall fence will also be installed between this development <br />and the residential units to the NE. Materials and style of the fence is to be worked <br />out with the neighboring residents prior to final installation. <br /> <br />Garbage <br />Enclosures: <br /> All trash and recycling enclosures must be constructed of sturdy, opaque materials <br />(with trash and recycling receptacles screened from view) that are in harmony with <br />architecture and materials of the main building. <br /> The proposed garbage and recycling area will be off the driveway leading to the <br />underground parking. Topography and retaining walls appear to provide necessary <br />screening of the area & containers. <br /> <br />Monuments:  Reference monuments, if needed, shall be placed in the subdivision as required by <br />state law. <br />ENVIRONMENTAL & OTHER NEIGHBORHOOD IMPACTS: <br />Environmental <br />Impacts: <br /> Staff does not foresee the need for an in-depth environmental analysis based on the <br />current proposal (i.e. EAW, EIS, AUAR, etc.). The threshold for mandatory EAW <br />review for a project like this is 375 attached units. <br /> <br />Wetlands:  There are no wetlands on this site. <br /> <br />Shoreland <br />District: <br /> The subject property is not in the shoreland district. <br /> <br />Traffic:  The proposed improvements do not require a traffic study. <br />
