Accordingly, we find the proposed compromise <br />is reasonable especially considering the public can access the on-site pedestrian <br />facilities. <br /> Note that this senior development is considered to be significantly different than <br />the anticipated affordable senior building at the New Brighton Elementary site <br />which will require full park dedication for each unit built. After reviewing the analysis of the development outlined in the <br />report, the Commission and Council are asked to review the following three <br />questions: <br />1) Is the proposed plan is in line with the goals and objectives of the 2040 <br />comprehensive plan? <br />Staff Recommendation: Yes. <br /> The proposed development will… <br />a) …assist in supporting a diverse population; <br />b) …provide a much needed and diverse mix of senior housing types <br />which can allow seniors to age in place regardless of health status <br />c) …establish a sense of place by transforming the look of this property <br />by introducing a modern residential structure consisting of high- <br />quality materials <br />d) …create an attractive development which integrates into the <br />surrounding area; <br /> The land in question is guided by the 2040 Comp Plan as a “Mixed Use <br />Regional Node” which are areas of the City intended to accommodate a <br />mix of uses including high density residential development at 12 to 50 <br />units per acre. The property’s location and the fact that it’s surrounded by <br />existing residential uses justifies an exclusively residential use on this <br />land, and the density at 32 units per acre is within the targeted density <br />range
