Preliminary Planned Residential Development <br />Planning Commission Report; 2-19-19 <br /> <br /> <br />Page 20 <br />(cont.) The land in question is identified by the 2040 Comprehensive Plan as an <br />area for redevelopment potential, and the new land use guidance was <br />specifically intended to incentivize improvements like the ones being <br />requested. <br />2) Are the proposed improvements well suited to the site and surrounding <br />lands? <br />Staff Recommendation: Yes. Review of the proposed plans show the <br />building can be accommodated on this site safely and in a way that <br />harmoniously works with surrounding lands. <br />3) Have the applicant’s taken necessary steps to mitigate impacts? <br />Staff Recommendation: Yes. Provided all suggested conditions of approval <br />are addressed, staff does believe that identified impacts will be mitigated. <br /> <br />Commission <br />Options: <br />The Planning Commission has the following options: <br />A) RECOMMEND APPROVAL OF THE REQUEST based on the <br />applicant’s submittals and findings of fact. <br />B) RECOMMEND DENIAL OF THE REQUEST based on the applicant’s <br />submittals and findings of fact. <br />C) TABLE THE ITEM and request additional information. <br />Given that the city is awaiting final authorization to put the 2040 Comprehensive <br />Plan into effect, the applicants agreed to extend the time limits prescribed by MN <br />Statute 15.99 and 462.358, subdivision 3b for the approval of rezoning, plats, and <br />other land use requests to the later of the following: <br /> April 13, 2019 <br />OR <br /> 120 days from the date the City’s 2040 Comprehensive Plan is approved by <br />the City Council <br /> <br />Template Denial <br />Motion: <br />(not recommended) <br /> “I move that we recommend the City Council deny the requested preliminary <br />planned residential development based on the following findings of fact:” <br />o (provide findings to support your conclusion) <br /> <br />
