<br /> <br />2 <br /> <br />Department. She invited the Commission to attend her going away party on Wednesday, January 30th <br />from 3:00 p.m. to 5:00 p.m. at the Community Center. She reported the Public Safety Department <br />would be holding a Blood Drive at the Community Center on Wednesday, January 16th from 12:00 p.m. <br />until 6:00 p.m. She explained the City was taking applications for open Commission positions noting <br />interviews would be held in the coming months. <br />VI. Public Hearing <br />(1) Special Use Permit and Variances: Request from Mounds View Public Schools to Amend an <br />existing Special Use Permit in order to complete additions and upgrades to Irondale High School <br />located at 2425 Long Lake Road. Variances are requested to building height for a new <br />auditorium, parking spaces and required parking setbacks – PID 17-30-23-22-0043. <br /> <br />Assistant Director of Community Assets and Development Gozola reported Mounds View Public <br />Schools is seeking to make improvements to Irondale High School by adding a new auditorium, six new <br />classrooms, and a revised main-office/secure entrance. Interior renovations include improvements to <br />hallways and intersections, conversion of the existing pool into a new fitness room, a renovated lobby <br />area, and creation of a new multi-purpose room out of the existing auditorium. The exterior of the <br />building will be improved with brick and precast panels matching the existing building along with new <br />metal panels and accent lighting, and additional parking will be added in a new lot to the NE of the <br />school. Staff recommends approval of the Special Use Permit and Variances, subject to the following <br />conditions: <br />1. Landscaping plans shall be revised to use swamp white oak instead of the hybrid heritage oak (or <br />use a mix of both species) IF the hybrid oak is not resistant to bur oak blight. <br />2. Parking lot plans shall be revised to include one raised island for every 50 stalls, with the island <br />being at least 150 SF in area and containing at least one canopy tree. <br />3. Engineering comments in the 1/19/19 Engineering Memo shall be successfully addressed to the <br />satisfaction of the City Engineer prior to issuance of a building permit. <br />4. The fire hydrant on the property shall be relocated to a placement approved by the Fire Marshal. <br />5. The applicants should provide evidence to public safety that the auditorium doorways to the <br />exterior of the building are wide enough to accommodate pedestrian traffic in the event of an <br />evacuation <br />6. The applicant shall be required to correct any lighting problems that are identified following <br />construction. <br />7. The School District shall work with the County on potential restriping to accommodate forecasted <br />traffic volumes and improve levels of service, and on potential bump outs at strategic locations to <br />shorten crossing distances and provide larger refuge. <br />8. The number of parking permits issued to students should be adjusted to account for available <br />parking spaces; and steps such as promotion of carpooling, ride sharing, bus usage, biking, and <br />walking should be promoted to help reduce the parking demand. <br />9. The School District shall work with the Public Safety committee to add additional “no parking” <br />signage as may be needed on Poppyseed Lane to alleviate need for a sidewalk in the area.
