Lindsey Court Townhome Association | New Brighton, MN <br />1 <br /> <br />February 11, 2019 <br /> <br />Dean Lotter, City Manager <br />City of New Brighton <br />803 Old Highway 8 NW <br />New Brighton, MN 55112 <br /> <br /> <br />Dear Mr. Lotter, <br /> <br />The residents of the Lindsey Court Townhome community are writing you to express our concerns <br />regarding the proposed expansion of the Benedictine Health Care Center (BHCC). <br />Our understanding is the proposed expansion will increase the resident capacity by 120-124 units <br />defined as follows: <br /> 56-60 New independent living units (new 4 story building) <br /> 40 assisted living units (new 2 story building on the south side of Lindsey Court) <br /> 24 assisted living memory care units <br /> New Parking Garage (capacity 99 cars) <br /> Expansion of the parking lot (on the west side of Lindsey Court) <br />This is a significant expansion, as it more than doubles the current resident capacity and as such, we <br />seek to ensure that any expansion of BHCC will not negatively impact our neighborhood, our safety, or <br />our overall quality of life at Lindsey Court. <br />Our concerns for neighborhood safety are associated with an increase in traffic and the speed of drivers – <br />not only for current residents, but also for the the 100+ seniors who will move in to the new BHCC <br />Independent and assisted living apartments. <br />The residents in our neighborhood enjoy the current walkability of the communi ty (many of us are dog <br />owners!) and ride bicycles for exercise/pleasure. Preserving this quality of life aspect is important. <br />Our concerns for safety specific to Lindsey Court due to increase in residency in such a concentrated <br />area include; sharp increase in traffic on the roads leading to BHCC, safe exits/entrance to Lindsey <br />Court, security for our homes & community, and having reasonable privacy. <br />Today, a simple ‘Rail’ fence offers some level of privacy along a portion of the south and west sides of <br />Lindsey Court. At least twice in the past 8 years, mishaps with cars in the BHCC parking lot have <br />damaged our fence and while repairs were made by BHCC, the prospect of expanding the parking lot <br />increases our risks. With the BHCC expansion, we would anticipate increased vehicle activity in the <br />expanded parking lot and fear the current fence cannot provide privacy, shield us from exhaust fumes <br />and offer our residents a sense of security. <br />The residents of Lindsey Court are concerned that increased paved surfaces at BHCC may result in <br />water drainage / run off and landscaping erosion problems for Lindsey Court. <br />We understand the proposed expansion will span 12 to 18 months. During this lengthy construction <br />period, we are worried about how our lives will be imposed upon due to: <br /> Construction traffic, noise, and debris <br /> Potential for property damage by construction vehicles and crews <br /> High volume of workers in our neighborhood (lack of safety and privacy heightened during <br />construction) <br /> Dirty windows and buildings resulting from the construction
