Before any further development, please address the following issues: <br /> <br />Bicycle and Pedestrian: <br />This development will be more than doubling the number of patients, residents and staff at this site. MnDOT <br />would like to make the following suggestions to improve the walkable accessibility of this site. <br /> <br />It appears that the new sidewalk connection from the proposed buildings, as well as the existing sidewalk from the <br />existing TCU building to Linden Drive does not come out opposite the trail leading into Innsbruck Park—but <br />requires people to cross Linden Drive at an angle. MnDOT would like to remind the contractor that this park may <br />be a popular location for residents and staff to walk for breaks, enjoyment and exercise. As many of the residents <br />may move at slower speeds it would be safer if they have as short a crossing distance as possible. MnDOT <br />suggests either angling a new sidewalk from the existing sidewalk to come out opposite the trail—or the <br />construction of a sidewalk parallel to the street to link the sidewalk to the building with a location opposite the <br />trail. In addition, MnDOT recommends the city provide a direct accessible crossing across the street from the trail <br />to the building sidewalk. <br /> <br />For questions regarding these comments please contact Cameron Muhic at 651-234-7797 or <br />Cameron.Muhic@state.mn.us <br /> <br />Residential Noise Statement <br />MnDOT's policy is to assist local governments in promoting compatibility between land use and <br />highways. Residential uses located adjacent to highways often result in complaints about traffic noise. Traffic <br />noise from this highway could exceed noise standards established by the Minnesota Pollution Control Agency <br />(MPCA), the U.S. Department of Housing and Urban Development, and the U.S. Department of Transportation. <br />Minnesota Rule 7030.0030 states that municipalities having the authority to regulate land use shall take all <br />reasonable measures to prevent the establishment of land use activities, listed in the MPCA's Noise Area <br />Classification (NAC), anywhere that the establishment of the land use would result in immediate violations of <br />established State noise standards. <br />
