Ensure an adequate supply of quality affordable housing. These priorities will be the <br />primary focus for housing in New Brighton until the next comprehensive plan update in <br />2028.” (p 4-47) <br />This application for redevelopment of the school property directly responds to the goals and <br />priorities outlined in the draft Comprehensive Plan. Below are responses to the four priorities <br />outlined above: <br />1. Maintain and enhance existing housing stock – There are certain improvements of this <br />development that improve the housing stock such as enhancements to pedestrian walkways <br />and new parks, features, and trails that will serve the area. That said, this application is not <br />able to address this priority substantially. Other programs and strategies will be required. <br />2. Provide a wide variety of housing types to meet the needs of a diverse community at all <br />stages of life – This application directly addresses this priority. Jointly, Dominium and Pulte <br />are providing three different products that are in demand within the City: rental homes for <br />families, senior housing rentals, and owner-occupied new homes targeting <br />singles/couples/young families. <br />3. Promote neighborhoods that are walkable, safe, and connected to amenities – This <br />application directly addresses this priority. The site location itself lies in a central node <br />within the City. An existing sidewalk runs along the north side of Old Highway 8, thereby <br />connecting this area to retail areas to the SW and SE. An existing sidewalk runs along the <br />east side of 8th Avenue NW, thereby connecting Old Highway 8 to 10th Street NW. <br />Internally, a new public street will be constructed with a public sidewalk along the south <br />side. Private sidewalks within the townhome neighborhood will also provide strong <br />connectivity to the perimeter system of sidewalks. This location is ideal for taking <br />advantage of pedestrian access. The perimeter pedestrian system leads walkers to retail, <br />City Hall, Veterans Park, the New Brighton Community Center, Long Lake Regional Park, <br />and Hansen Park. <br />4. Ensure an adequate supply of quality affordable housing. These priorities will be the <br />primary focus for housing in New Brighton until the next comprehensive plan update in <br />2028 – This application directly addresses this priority. It is very difficult to create <br />“affordable housing” that fits the official price and income thresholds without significant <br />public subsidies. The housing products provided with this application are on the affordable <br />end of market rate. The Dominium rental homes will be set aside for residents earning 60% <br />or less of the area median income. The townhomes are for- sale homes that are at an <br />attainable price for many singles and young people. <br /> <br /> <br />
