Preliminary Planned Residential Development <br />Planning Commission Report; 5-21-19 <br /> <br /> <br />Page 6 <br />(cont.) <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Zoning Code – Planned Developments <br />Chapter 7 – Planned Developments, Section 7-020: <br />“…an applicant may proceed with a program for the use of land in a manner that encourages <br />social interchange, life-cycle environment, and efficiency in the use of land without creating a <br />detriment to public health, safety, morals, or general welfare.” <br />“The purpose of this Article of the Zoning Code is to provide for and encourage advances in <br />housing design; changes in types of dwellings; more flexibility in layout and site planning; the <br />development of the life-cycle environment; and the more efficient use of land, open space, and <br />public facilities.” <br />The above text accurately describes this application. We are providing a variety of life cycle housing <br />types. The site design is somewhat urban in approach, yet retains appropriate buffers to surrounding <br />uses. <br />The site will be rezoned to a PRD as set out in Chapter 7 of the New Brighton Zoning Code, based <br />loosely on an underlaying zone of an R-3B as listed the New Brighton Residential Zoning Code. With <br />the development of this PRD we are asking for the following modifications to those listed in R-3B <br />and Chapter 7. <br />• R-3B allows for a height of 3 stories and 30 feet, the PRD has no limitation, we would like to <br />set the maximum allowable height to be 55 feet as measured from first finished floor to the <br />middle of the roof, or the top of the roof deck. <br />• Setbacks: <br />o Front Yard: R3B calls for 30 feet, PRD 25 feet – we are requesting a minimum of 20 feet <br />o Rear Yard: R3B calls for 30 feet, PRD 25 feet – we are requesting a minimum of 20 feet <br />o Side Yard: R3B calls for 10 feet, PRD 10 feet – we are requesting a minimum of 10 feet be <br />maintained <br />o Side Yard abutting a street: R3B calls for 30 feet, PRD 25 feet – we are requesting a <br />minimum of 20 feet <br />• Parking: <br />o PRD calls for 2 Per Unit, – we are requesting 1.17/Unit (.54/Unit enclosed) Senior and <br />1.44/Unit (.67 enclosed) Family. This is based off internal research completed on the 4,395 <br />units of affordable new construction built by Dominium across 24 communities in <br />Minnesota. The average of recent senior communities built is .73 and of recent family <br />communities <br />Lastly there is no set density requirement in either R-3B zoning or the PRD. We would like to set the <br />overall development to an aggregate maximum of 32 units/acre. <br /> <br />
