Preliminary Planned Residential Development <br />Planning Commission Report; 5-21-19 <br /> <br /> <br />Page 15 <br />(cont.)  As previously noted, staff is recommending a vacation of the existing 7th Street <br />which will increase the greenspace between the proposed townhomes and the <br />residences to the north, so staff sees no need for amendments to the building <br />locations along the northern lot line. <br /> Each of the Dominium buildings will be a minimum of 20 feet away from all <br />property lines. Like the Pulte buildings, staff is not concerned with their locations in <br />relation to either roads or surrounding properties. <br /> Private parking spaces on both Dominium sites meet standard parking setbacks. <br /> <br />Building <br />Heights: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> PRDs are not subject to specific height maximums, so Council must examine what is <br />proposed and determine if it is appropriate for the site given the goals and objectives <br />of the Mixed Use Neighborhood land use designation, and the context of the site with <br />adjacent land uses. Note that the City has yet to write specific zoning for this area, so <br />there hasn’t been formal debate (to staff’s knowledge) regarding heights that will <br />ultimately be deemed appropriate in mixed use neighborhood areas of the city. <br /> As the residential density range for “mixed use neighborhood” is 8 to 40 units per acre, <br />staff would anticipate the final zoning district will ultimately allow upwards of four to <br />five stories in order to accommodate the upper threshold of allowed density range. In <br />general1: <br />o Tightly packed single family homes (1-2 stories) on small lots can get you to up <br />to 7 units/acre. <br /> Local example: the average single family blocks near the New Brighton <br />Elementary site average approximately 4 units/acre. <br />o Attached townhomes can get you up to 15 units/acre. <br /> Local example: the nearby Brighton Green (side by side townhomes) comes <br />in at around roughly 8 units/acre. <br />o Rowhomes can get you up to 25 units/acre. <br /> Local example: the 3-story Pulte units in the Exchange fall in the 15+ <br />units/acre range <br />o And stacked units, like the proposed Dominium buildings, can get you into the <br />upper 40’s utilizing multi-story construction. <br /> Local example: Main Street Village Apartments is around 36 units/acre. <br /> Based strictly on what heights are needed to reach the allowed density range, the <br />proposed heights do not appear to be out of line. <br /> <br /> <br />1 Explaining Residential Density; Places Journal; Volume 16, Issue 2, 33 -43, 2004
