Preliminary Planned Residential Development <br />Planning Commission Report; 5-21-19 <br /> <br /> <br />Page 17 <br />Building <br />Materials: <br /> The City’s zoning ordinance intends for multi-family buildings to be constructed <br />with high-quality materials, and have an architectural design that is a compatible <br />enhancement to the surrounding area. Compatibility/desirability is a subjective <br />determination, and is therefore left to the Commission and Council to debate. <br /> The materials proposed to be used on the Dominium buildings are amongst the <br />highest quality construction materials currently on the market and are the materials <br />used on most high-end housing built today: stone masonry, face brick, masonry <br />veneer, James Hardie Lap siding, and decorative structural block. <br /> The Pulte Townhomes (not subject to any specific material standards as required of <br />multi-family buildings), will feature the same materials used on the units currently <br />within the New Brighton Exchange: vinyl siding and/or cultured stone depending on <br />the unit package purchased by the future resident. Since the units in the Exchange <br />were built, no issues or complaints have arisen regarding the look, aesthetics, or <br />durability of those units. <br /> <br />Future parcel <br />development: <br /> The proposed plat and development would fully divide the land. <br /> <br />Adjacent parcel <br />dev: <br /> All surrounding land is current developed. The proposed additions will not impact <br />further redevelopment of surrounding areas, but will hopefully be a catalyst for <br />continued development of more commercial and residential uses between this site <br />and 5th Street. <br /> <br />Easements:  Drainage and utility easements (or others), as required by the City Engineer, shall be <br />provided on the future final plat application. <br /> <br />Resident <br />Concerns & <br />Feedback: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Neighborhood Meeting. <br /> The developers hosted a well-attended neighborhood meeting and presented an <br />initial concept plan to the neighborhood on October 25, 2018; and City staff was <br />present to listen. Feedback at that meeting fell into two categories: <br />1. The first category were comments related specifically to the Site Plan (park <br />location, building orientations and heights, sidewalk and trail needs, potential <br />for traffic impacts, lighting concerns, landscaping concerns, etc) <br />2. The second category were complaints about the new comprehensive plan and <br />the decisions that were made in crafting that document (the guided land use <br />for the site, the allowed residential density range, the City’s goal to build <br />more affordable units, the City’s identified need for senior housing, etc).
