Preliminary Planned Residential Development
Planning Commission Report; 5-21-19

Page 18
(cont.)

The applicants were tasked with working to address the site plan related concerns in
any future submittal (which they have as outlined in this report), but were not asked
to make plan changes in relation to the comprehensive plan complaints as more than
two years of meetings and public outreach went into those decisions.
Individual Comment Summaries
The following are summaries of the various concerns raised to staff regarding the
proposed plans. Full copies of the letters or emails are included with the attachments to
this report.
Jacqueline Favre (2051 7th St NW). Concerned about future traffic, streets being
widened, and the impact a new traffic light would have on the roads and
neighborhood. Would prefer the land be used for a hockey arena, or a small mall
with a dog park. Rebuilding of a church would also be supported. Feels 7th Street is
“full of low income and apartment dwellings.”
Chris <no last name provided> (no address given/phone message). City only has
one grocery store, and she would like to see another grocery store placed on this
property instead.
Diane Christofferson (704 9th Ave NW). Multiple comments including the plan is
way too big for the site, she does not care for the large scale of the senior building,
she would like to see someone other than Pulte build the Townhomes, and feels that
both builders are not reputable based on Better Business Bureau ratings.
Jeffery Nelson (690 8th Ave NW). Requested to know which other builders
responded to the developer RFP, and feels Pulte and Dominium should not be used
based on their Better Business Bureau ratings. Later also noted he is not supportive
of using TIF to support this development, and would like to see a market rate to
affordable ratio tilted towards market rate (i.e. 70/30). Concluded his comments in a
final letter noting he believes the project will ruin the neighborhood, that the City is
costing taxpayers “millions,” and that the project should be scaled back by
approximately 10% by reducing overall units and decreasing the number of
affordable rentals.
Mary Salisbury (748 8th Ave NW). Questioned whether Ramsey County would
approve the grassy median and posts shown in the rendering as that would be
something she’d greatly support, and was hoping to see a more wholesale upgrade to
the corridor moving forward.
