Preliminary Planned Residential Development
Planning Commission Report; 5-21-19

Page 20
(cont.)

needs. To address her concerns, she would like to see the Dominium buildings
limited to 3 stories to decrease the density, would like them to consider flat roofs,
and wants noise/construction limited to no later than 7:00 p.m.
David Norell (1999 9th St NW). Generally concerned about the impact the
development may have on the neighborhood, and wanted to know where all of the
school children would eventually go to school.
James Lekang (2777 Valley View Ln). Is supportive of new housing, but does not
support the use of TIF for development as he believes such development places a
burden on the local school district and the taxpaying public is left to “pick up the
load.” Blames recent tax increases on TIF projects.
Steve Garbe (no address given). Understands existing residents being concerned
about change and new development, and would like more information on the Better
Business Bureau ratings for both developers. Does not agree with others who are
concerned about the use of TIF, and finds the density based on Main Street Village
feels like a good fit.
Cathie Hutchins (537 17th Ave NW). Believes the project is too dense, the proposed
buildings will be too tall, there will be too much traffic, and is concerned about the
Better Business Bureau ratings of the developers. Is concerned that seniors will be
disturbed by train traffic, and would prefer a commercial use or park on the land.
Charlotte Garman (1120 Bent Tree Hills Dr). Is concerned about the density of the
plan, its impact on the local schools, and doesn’t want the City to attract new
residents. Claims the City “will have more stigma” that will “push many out to
Shoreview and surrounding cities.”
Dawn Carroll (690 9th Ave NW). Opposed to subsidized housing, believes her taxes
will increase as a result of the project, and has concerns about parking, increases to
traffic, and the need for more police to deal with additional crime.
Anthony Dorff (518 9th Ave NW). Disagrees with the change in zoning on the
property to allow the new uses, is concerned about the height of the proposed
buildings, and believes parking will be an issue. He notes that St. Anthony is now
considering two new apartment buildings, so he believes the family building is no
longer necessary, and would prefer all townhomes and one senior building. Also
expressed concern about stormwater management, traffic, and potential
contamination in the soils.
